The
Regional Development Council is the primary institution in the
region that sets the direction of socio-economic development in Region
XII (Central Mindanao), and through which regional development efforts
are being coordinated.
The RDCs, also known as the highest policy-making body in the regions,
were created by virtue of Letter of Implementation No. 22, issued on
December 31, 1972 pursuant to the implementation of the Integrated
Reorganization Plan (IRP) of 1972. With the implementation of the IRP,
the Regional Develoment Council (RDC) for Central Mindanao was
formally organized on September 09, 1975.
After the 1986 EDSA Revolution, the RDCs throughout the country were
reorganized to make them more effective in carrying out their mandate.
It is enunciated in the 1987 Constitution that it is the policy of the
State that socio-economic development programs and activities of
government be undertaken with the extensive and active participation
and support from, and coordination of, various government agencies and
corporations, as well as, private sector institutions at the national,
regional and local levels.
Section 14, Article X of the Constitution provides that the President
shall create Regional Development Councils and other similar bodies
composed of local government officials, regional heads of departments
and government offices and representatives from non-governmental
organizations with the regions.

HISTORY OF THE REGIONAL DEVELOPMENT COUNCIL XII |
Beginning of the Regional Administrative Decentralization
The Regional Development Councils (RDCs) were created by virtue of
Letter of Implementation No. 22, issued on 31 December 1972 pursuant
to the implementation of the Integrated Reorganization Plan (IRP) of
1972.
Creation of Region XII
On 07 July 1975, Presidential Decree 742 was issued creating Region
XII to provide greater autonomy to local governments; and, in response
to the clamor by some of the Muslim segments of the population for the
acceleration of socio-economic development in the area. Region XII
then, was composed of the provinces of Lanao del Norte, Lanao del Sur,
Maguindanao, North Cotabato, and Sultan Kudarat, and the cities of
Cotabato, Iligan, and Marawi. The City of Cotabato was designated as
the regional center.
Organization of Regional Development Council XII
With the implementation of the IRP, RDC XII was formally organized on
09 September 1975. Simultaneously, different task forces, each chaired
by local government officials, were organized in order to support
sectoral and regional development planning and also to undertake
monitoring and evaluation of program implementation in the region.
Following the creation of Region XII came the appointment of a
Regional Commissioner who acted as the personal representative of the
President in the region. As defined in the Letter of Instruction No.
290, the Regional Commissioner served as the Chairman of the RDC with
the primary responsibility of directing the formulation of a
development plan for the region.
Presidential Decree 1618, which took effect on 25 July 1979, paved the
way for the organization of the Sangguniang Pampook and the Lupong
Tagapagpaganap ng Pook (LTP) in Region XII. Under this set-up, the
Lupong Chairman was the ex-officio Chairman of the RDC in the
Autonomous Region. The membership of the RDC was expanded to include
the members of the LTP.
First Reorganization of the Regional Development Council XII
On 05 November 1987, Executive Order No. 308 was issued providing for
the reorganization of the RDCs. The Councils were reorganized to make
them more effective in carrying out the Constitutional mandate to
create the Rocs or other similar bodies for the purpose of
administrative decentralization in order to strengthen the autonomy of
the Local Government Units (LGUs) therein; and to accelerate economic
and social growth and development in the regions.
The Administrative Region XII
On 01 August 1989, the passage of Republic Act 6734, also known as the
Organic Act, established the Autonomous Region in Muslim Mindanao (ARMM).
Thereafter, in a plebiscite on November 19, 1989, Lanao del Sur and
Maguindanao provinces of Region XII became part of ARMM. With the
inclusion of these provinces in the ARMM, the administrative region of
Central Mindanao is now composed of the cities of Iligan, Marawi, and
Cotabato, and the provinces of Cotabato, Lanao del Norte, and Sultan
Kudarat.
On 12 October 1990, Executive Order 429 was issued by then President
Corazon C. Aquino to provide for the redelineation of the
administrative regions in Mindanao. Realignment of provinces and the
designation of new regional centers spawned adverse reactions from
affected communities and LGUs in Mindanao. The implementation of EO
429 was suspended with a Temporary Restraining Order (TRO) from the
Supreme Court.
The issuance of Executive Order No. 36 on 19 September 2001 by Her
Excellency President Gloria Macapagal-Arroyo providing for the
realignment of Administrative regions in Mindanao and for other
purposes, resulted to the realignment of LGUs and the geographical
reconfiguration of Region XII. The new region named SOCCSKSARGEN per
EO 36, is now composed of the provinces of Cotabato, Sarangani, South
Cotabato, and Sultan Kudarat and the cities of Cotabato, General
Santos, Kidapawan, Koronadal and Tacurong.
Second RDC Reorganization (1992)
In 1992, Executive Order 505 amending EO 308 was issued. The RDCs in
all administrative regions of the country were again reorganized, this
time to make them more responsive to the increased autonomy provided
by the Local Government Code of 1991. The composition of the RDC was
further expanded, with the membership of Congressmen from the region
and Senators who wish to join a particular RDC. Also, private sector
representation in the RDCs was increased, now comprising one-fourth of
the members of the fully constituted Council.
As stipulated in EO 505, the RDC structure include Sectoral Committees
composed of government, as well as, Private Sector Representatives (PSRs)
to handle social, economic, infrastructure development, and
development administration concerns. These committees assist the
Council in its development planning functions.
Republic Act No. 7901
On 23 February 1995, Republic Act 7901 "An Act Creating Region XIII To
be Known as the Caraga Administrative Region, and For Other Purposes"
was passed. Section 3 of the said law provides for the transfer of
Sultan Kudarat to Region XI as a result of Surigao del Sur's transfer
from Region XI, to the Caraga Region.
The RDC strongly opposed the said provision, as it would seriously
impair the viability and composition of administrative Region XII.
Then, Congressman Estanislao Valdez of the lone district of Sultan
Kudarat had participated in the Bicameral Conference Committee
deliberations on the said law. He was a member of the RDC, yet he
never attempted to bring the matter to the Council. This resulted to
his expulsion from the RDC. Consequently, the Council had to appeal
for the amendment of RA No. 7901.
Recent developments, however, indicated that the transfer of Sultan
Kudarat to Region XI is being implemented by a number of Regional Line
Agencies (RLAs), as well as, the RDC of Southern Mindanao (Region XI)
itself. This caused confusion in some of the agencies in Region XII,
particularly those observing the status quo.
During the 59th RDC Meeting held on 04 July 1996 in Tubod, Lanao del
Norte, the Council agreed to come up with a consolidated position
based on the solicited inputs from Sultan Kudarat Province and the
RLAs to settle once and for all its real status in Region XII. During
the 61st RDC Meeting on 17 December 1996, the RDC for Central Mindanao
unanimously agreed to transfer the management of all programs and
projects implemented in Sultan Kudarat to the Regional Line Agencies
of Southern Mindanao or Region XI.
Third Reorganization (1995)
The reorganization in 1995 was in response to the directive of His
Excellency President Fidel V. Ramos to reconvene the RDCs nationwide.
This activity was conducted in three phases, namely: sectoral
committee reorganization, private sector representatives selection,
and the Full Council reorganization.
Sectoral Committee Reorganization
The RDC sectoral committees are mandated to assist the Full Council in
the performance of its functions, particularly in the handling of the
social, economic, infrastructure, and development administration
concerns.
The reorganization of the sectoral committees of the RDC was conducted
from 19 April 1995 to 17 July 1995, to further streamline the
Council's support structure in the light of the development thrusts of
the Ramos Administration. The reorganization focused on the general
streamlining of the agency, local government units and private sector
membership of the committees.
The reorganization resulted to the creation of the following
committees with their respective subcommittees:

- Committee on Politico-Administrative and Public Safety
- Committee on Development Finance
- Committee on Communication and Advocacy

Moreover, Affiliate Committees are likewise maintained by the RDC due
to their significant concerns. These are the following: Regional Land
Use Committee; Regional Statistical Coordination Committee; Regional
Project Monitoring Committee; and the Regional Committee on
Sustainable Development.
Selection of the Private Sector Representatives (PSRs)
On 31 May 1995, the RDC XII Executive Committee approved the following
sectors to be represented in the RDC, viz.: the business group,
environment group and indigenous people.
The RDC XII Secretariat facilitated the conduct of area selection for
private sector representatives to the RDC from 21 June 1995 to 06 July
1995. The selection of the PSRs to the RDC was based on the new
guidelines approved by the NEDA Board on 13 June 1995.
Full Council Reorganization
In accordance with His Excellency President Fidel V. Ramos' directive
for NEDA to reconvene the RDCs nationwide, the RDC of Central Mindanao
conducted its reorganizational meeting on 19 July 1995. The
reorganization was based on the draft Executive Order on the RDC
Reorganization (further amending Executive Order No. 308).
Executive Order No. 325
With the issuance of Executive Order 325 by His Excellency President
Fidel V. Ramos on 12 April 1996, as well as, the NEDA Board's approval
of its Implementing Rules and Regulations (IRR) on 26 August 1996,
another reorganization shall be conducted in order to adhere to this
new law on the RDC system.
Special Non-Voting Members in the RDC
Section 3 of EO 325 provides for the membership of special non-voting
members (SNVM) in the Council. In this regard, the Council approved
the nomination of the following agencies/organization as SNVM, viz.:
Philippine Councilors' League (PCL) Region XII Chapter; National
Statistical Coordination Board; National Intelligence Coordination
Agency (NICA), Commission on Population (POPCOM); Technical Education
and Skills Development Authority (TESDA); Commission on Higher
Education (CHED); Office on Muslim Affairs (OMA); Office for Southern
Cultural Communities (OSCC); National Food Authority (NFA); National
Irrigation Administration (NIA); and the Arakan Valley Development
Council.
Furthermore, the RDC Executive Committee, during its 14th Regular
Meeting, set the following conditions for agencies aspiring to become
SNVMs:
1) the member is willing to contribute financial resources to the
Council's operations;
2) the members shall assure the Council of his/her regular attendance
to RDC meetings
(three consecutive absences from RDC meetings without
any valid reason would
constitute ground for the RDC to withdraw its
special membership status; and,
3) the SNVM/members to the Council shall not be considered in
constituting a quorum
for RDC meetings.
As provided in the IRR of EO 325, the term of the aforementioned SNVM
shall coincide with the regular term of the local elective officials
and PSRs. However, should the agency/organization desire to continue
their special membership status, the process/procedure for the
selection/nomination and confirmation of EO 325, and conditions
approved by the RDC Executive Committee shall be applied.
Executive Order No. 384
On 07 December 1996, His Excellency Fidel V. Ramos issued Executive
Order 384 which further amended EO 325 and institutionalized labor
sector representation in the Regional Development Councils.
The amendments were based on two important premises in the 1987
Constitution which are: a) Section 18, Article II affirming labor as a
primary social and economic force; and, b) Section 3, Article XIII
ensuring the rights of workers to participate in policy and
decision-making processes affecting their rights and benefits as may
be provided by law.
On 25 June 1997, the selection of the Labor Sector representative to
RDC XII was conducted in Iligan City.
Executive Order No. 437
On 15 September 1997, His Excellency President Fidel V. Ramos issued
Executive Order No. 437, which amended Section 1, (paragraph f), of
Executive Order No. 384, by including the Regional Directors of the
Department of Tourism (DOT) as members of the RDCs nationwide.
The amendment was based on the premise that the inclusion of DOT as a
regular member of the RDC was deemed crucial considering the need to
harness the role of the DOT in regional development and physical
planning.
Fourth Reorganization (1998)
Upon the expiration of the term of RDC XII officers appointed in 1995
and the end of the tenure of the Private Sector Representatives (PSRs),
ascertained the need for another round of reorganization for the
Council. The reorganization was imperative considering that the term
of the incumbent PSRs ended on 30 June 1998, which also was the end of
the term of locally elected officials.
Selection of the Private Sector Representatives (PSRs)
The RDC XII Secretariat facilitated the conduct of area selection for
private sector representatives to the RDC XII from July 15 - 27, 1998.
The selection of the PSRs to the RDC was based on the new guidelines
provided in the Approved Implementing Rules and Regulations of
Executive Order No. 325, as amended.
Full Council Reorganization
During the Reorganizational Meeting on 14 September 1998, RDC XII
Resolution No. 8, Series of 1998 was passed endorsing eight nominees
for the Chairmanship and Co-Chairmanship of RDC XII. Of these nominees
submitted to the Office of the President, four (4) were local
government chief executives and the rest were from the private sector.
On 02 December 1998, His Excellency President Joseph Ejercito Estrada
appointed Honorable Franklin M. Quijano, the Mayor of Iligan City, as
RDC XII Chairman and Engr. Manuel S. Bella, PSR to RDC XII, as
Co-Chairman.
Reorganization of RDC XII Sectoral Committees
The reorganization of the sectoral committees of the Council was
conducted from September 23 - October 16, 1998. The following are the
composition of the newly reorganized Committees and sub-committees:

The following are various committees under the umbrella of RDC XII.
These committees shall assist RDC coordinate, monitor and evaluate
their respective specific concerns.

Reorganization of RDC XII per Executive Order No. 325
The Secretariat facilitated the reorganization of the RDC XII. This
reorganization was in accordance with the provision of EO 325- "to
reorganize and strengthen the RDCs to make them more effective
institutions in the regions responsible for ensuring sustainable
participatory and equitable development".
The RDC XII Reorganization process, involved the following stages: a)
Selection of the Private Sector Representatives to RDC XII from the
various Local Government Units (LGUs) comprising Region XII; and b)
Reorganization of the Council/Reorganizational Meeting which included
the confirmation of the new set of PSRs, selection of nominees for
Chairperson and Co-Chairperson of RDC XII, selection of Chairpersons
and Co-Chairpersons of RDC XII Sectoral Committees, selection of PSRs
and LGUs representatives to RDC XII ExCom/ Sectoral and Affiliate
Committees and the MEDCo
RDC XII Organization Per EO 36
Pursuant to the said Executive Order, RDC XII Secretariat facilitated
and coordinated the conduct of the RDC XII Organizational Meeting on
25th October 2001 in Cotabato City, given the new membership of Local
Chief Executives and Private Sector Representatives from the new areas
of the region to formally constitute the new RDC XII and to select the
nominees for the RDC XII Chairperson and Co-Chairperson.
Executive Order (EO) 143
On 02 November 2002, EO 143 was issued by Her Excellency Gloria
Macapagal-Arroyo further amending Section 1 of EO No. 325, series of
1996, as amended by Eos Nos. 384 (S. 1996) and 437 (S. 1997),
providing for the inclusion of the regional directors of Commission on
Higher Education (CHED) and Technical Education and Skills Development
Authority (TESDA) as members of the RDC. The inclusion of CHED and
TESDA as regular members is deemed crucial considering that both are
major stakeholders in the generation of high-level and technical
manpower at the regional level.
Administrative Order (AO) 34
On 02 May 2002, Her Excellency Gloria Macapagal-Arroyo issued AO 34
Providing for the Revival of Cabinet Officer for Regional Development
(CORD). The CORD system has been proven to be an effective linkage
mechanism between the regional and sub-regional levels of government
and the national leadership and in assisting the President address
problems in government operations in the region and sub-regional
levels.

RATIONALE for the Creation of the Regional Development
Council |
Executive Order 325 issued by then President Fidel V. Ramos in 1996,
reorganized the Regional Development Councils on the basis of the
following premises:
a. Section 14, Article X of the 1987 Constitution provides that the
President shall create Regional Development Councils (RDCs) and other
similar bodies composed of local government officials, regional heads
of departments and government offices and representatives from
non-governmental organizations within the regions.
b. It is the policy of the State that socio-economic development
programs and activities of government be undertaken with the extensive
and active participation and support from, and coordination of,
various government agencies and corporations, as well as private
sector institutions at the national, regional and local levels.
c. RDCs provide for administrative decentralization to strengthen the
autonomy of local government units in the regions. They need to be
reorganized and strengthened to make them more effective institutions
for accelerating socio-economic development and ensuring sustainable,
participatory and equitable development.
Hence, the Regional Development Council shall be the primary
institution in the region, which shall set the direction of
socio-economic development in the region and through which regional
development efforts shall be coordinated.

COMPOSITION OF THE REGIONAL DEVELOPMENT COUNCIL |
The Regional Development Council shall be composed of the following:
a. All provincial governors and city mayors, mayors of municipalities
designated as provincial capitals, and mayors of municipalities
designated as regional center;
b. All presidents of the Provincial League of Mayors;
c. The Regional Directors of agencies represented in the National
Economic and Development Authority Board (NEDA, DAR, DA, DBM, DENR,
DOF, DFA, DOH, DILG, DOLE, DPWH, DOST, DTI, DOTC, BSP) and the
Regional Directors of DECS, DSWD, DOT, CHED and TESDA. In cases where
this is not applicable on account of organizational structure or
position titles, the Secretary or Head of the concerned Departments
and Agencies may instead designate a representative who occupies the
highest position in their field unit. Each Department or Agency shall
be represented by only one Regional Director, or where applicable, by
only one designated representative thereof;
d. Representatives of the accredited private sector and non-government
organizations based in the region, at least one of whom shall be a
representative of the labor sector. Their total representation shall
comprise one-fourth of the members of the fully constituted Council.
e. The Council may designate special non-voting members (SNVMs) coming
from both the public and private sectors, upon concurrence of the
majority of its regular members.
a. Coordinate the preparation, implementation, monitoring and
evaluation of short and long-term regional development plans and
investment programs, regional physical and special development plans,
including the formulation of policy recommendations;
b. Integrate approved development plans of provinces and cities, line
agencies, state universities and colleges, government owned and
controlled corporations and special development authorities in the
region into the regional development plan;
c. Review, prioritize, and endorse to the national government the
annual and multi-year sectoral investment programs of the region for
funding and implementation;
d. Review and endorse to the national government the annual budgets of
agency regional offices, state colleges and universities and special
development authorities;
e. Promote and direct the inflow and allocation of private investments
in the region to support regional development objectives, policies and
strategies;
f. Review and endorse national plans, programs and projects proposed
for implementation in the regions;
g. As required by the Investment Coordinating Committee (ICC), review
and endorse projects of national government agencies that have impact
on the region and projects of LGUs requiring national government
financial exposure which may come in the form of guarantees, national
government budget appropriations or subsidies, among others.
The Council shall complete its review and forward its recommendation/s
through a resolution to ICC within sixty (60) days from the submission
of sectoral programs/projects to the Council. Proponent agencies/LGUs
shall coordinate with the Council at the early stage of project
development, preferably at the identification of feasibility study
(FS) preparation stage, and shall have made available the necessary
requirements requested by the Council by the time the program is
submitted for review. Failure of the Council to submit its
recommendations within the period aforestated shall be deemed
equivalent to an approval of the particular program/project.
h. Initiate and coordinate the development, funding and implementation
of regional and special development projects such as those involving
several agencies or LGUs;
i. Coordinate the monitoring and evaluation of development projects
undertaken by government agencies, local government units, state
colleges and universities, government-owned and/or controlled
corporations and special development authorities in the region; and
j. Perform other related functions and activities as may be necessary
to promote and sustain the socio-economic development in the region,
e.g.,
j.1 Assist local government units, when so requested, in the
preparation of local
development plans and programs and in fulfilling
the requirements for evaluation of
local government projects to be
requested for official development assistance (ODA)
financing; and,
j.2 Provide capability building assistance to local government
officials and staff, when so
requested, in the areas of local
governance, fiscal administration and project
development and
management.

RESPONSIBILITIES OF THE COUNCIL |
a. Approve the Regional Development Plan, the Regional Physical
Framework Plan, the Multi-Year Regional Development Investment
Program, the Regional Annual Investment Program and other special
development plans;
b. Ensure the consistency of local development plans and the regional
development plans and priorities, through coordination with local
development councils;
c. Submit an annual assessment of plan implementation and an
integrated report on the annual performance of the economy in the
region;
d. Ensure the preparation of integrated socio-economic profiles of
provinces with sub-provincial components which shall be updated every
after 3 years by the local government units and, when requested,
provide technical assistance thereto;
e. Ensure, through the process of evaluation, that nationally-funded
programs and projects in the region have gone through the required
consultation at the LGU level, have secured the support of local
officials, and conform with the requirements of the ICC in terms of,
but not limited to, economic and financial feasibility, social
acceptance and technical viability;
f. Submit reports on events and occurrences in the region requiring
national attention;
g. Submit a semestral report on the activities of the Council
including an assessment of the participation of its members within
thirty (30) days after each semester;
h. Identify and recommend uniform system, standards, methods and
institutional arrangements in the preparation of reports,
socio-economic profiles, plans and programs and other undertakings of
the local government units and/or development councils;
i. Appeal for financial assistance from the LGUs and other entities in
support of its activities and projects; and,
j. Accept donations, contributions, grants, bequests or gifts in cash
or in kind from any source and submit report on the availability,
utilization and/or disbursement, thereof.
Per Executive Order 36, Regional Development Council XII covers the
following areas: the Provinces of Cotabato, Sultan Kudarat, South
Cotabato and Sarangani and the Cities of Cotabato, Kidapawan, Tacurong,
Koronadal and General Santos. On 23 September 2001 RDC XII passed
Resolution No. 02 series of 2001, adopting the name "Cotabato Region"
for Region XII.

THE OFFICERS OF THE COUNCIL |
The officers of the Council shall be the Chairperson, the
Co-Chairperson, the Vice-Chairperson and the Secretary. The
Chairperson and the Co-Chairperson shall jointly head the Council. The
NEDA Regional Director shall be the ex-officio Vice-Chairperson of the
RDC. The NEDA Assistant Regional Director shall be the ex-officio
Secretary of the RDC.
The Chairperson, the Co-Chairperson, the Vice-Chairperson and the
Secretary of the RDC shall also serve as the ex-officio Chairperson,
Vice-Chairperson and Secretary of the Executive Committee and the
Advisory Committee.
1. Selection, Appointment and Tenure of Chairperson and the
Co-Chairperson
The Council shall nominate at least two (2) local chief executives who
are ex-officio members and two (2) private sector representatives from
whom the President shall select and appoint the Chairperson and
Co-Chairperson of the Council, provided, that if the Chairperson is
from the government sector, the Co-Chairperson shall be selected form
the private sector (and vice versa). The list of nominees should be
forwarded to the President two (2) weeks after formally convening the
Council as a body. Regional directors and heads of national government
agencies in the region shall not be included as nominees for
Chairperson and Co-Chairperson. The Council shall formulate the
process of nomination.
The Chairperson and Co-Chairperson shall serve for a fixed term of
three years coinciding with the regular term of local elective
officials. This prescribed term of office is without prejudice to
reappointment.
2. Vacancy to the Position
In the event that the position of Chairperson becomes vacant through
resignation, retirement, reassignment, removal from office, death or
permanent disabilities, the Co-Chairperson shall temporarily assume
the Chairmanship until the President pursuant to the established
selection procedure provided herein appoints a new Chairman.
On the other hand, should the position of the Co- Chairperson becomes
vacant through resignation, retirement, reassignment, removal from
office, death or permanent disability or elevation to the position of
Chairperson, the Vice-Chairperson shall discharge the duties of the
Co-Chairperson until a new Co-Chairperson is appointed by the
President following the established selection procedure as provided
herein. The selection of a new Co-Chairperson shall be undertaken
provided that the remaining term is not less than six months.
In the event that both the positions of Chairperson and Co-Chairperson
become vacant through resignation, retirement, reassignment, removal
from office, death or permanent disability, the Vice-Chairperson shall
temporarily assume the position until the new Chairperson and
Co-Chairperson are appointed by the President following the
established selection procedure as provided herein.
3. Functions, Powers and Responsibilities of the Chairperson
The Chairperson shall have the following functions, powers and
responsibilities:
a. Preside over the meetings of the Council, the Executive and the
Advisory Committee;
b. Request any agency, individual member of the Council, sectoral
committee or affiliate
committee to perform other functions as the
Council may deem necessary, provided
that such functions are within
the mandates of said office;
c. Accept, after RDC resolution authorizing him/her to do so, in
behalf of the Council,
donations, contributions, grants, bequests of
gifts in cash of in kind from RDC
members, foreign governments,
international offices, private entities, or any individual
for
purposes relevant to regional development and submit for approval of
the Council
a program for its utilization;
d. Call the attention of implementing agencies and local government
units to
implementation problems as identified and deliberated upon by
the Council with the
end in view of instituting corrective measures;
e. Supervise the monitoring of the implementation of major
inter-provincial regionwide
development programs, projects and
activities;
f. When called upon, represent the region in Cabinet meetings and
other activities at
the national level;
g. Direct the formulation of a comprehensive regional development plan
and preparation
of a system of investment programming priorities for
the region;
h. Submit to the President through the NEDA Board regional plans,
regional investment
programs, annual development reports and other
documents on the region as
approved by the Council;
i. Review, revise and approve all policy recommendations, plans,
programs, and projects
originating from the Technical Staff before
submission to the Council;
j. Direct and supervise all activities of the Council; and
k. Perform other functions and duties as may be directed by the
President.
4. Functions and Responsibilities of the Co-Chairperson
The Co-Chairperson shall discharge other functions that shall
complement those of the Chairperson which shall include, but shall not
be limited to, the following:
a. Preside over the meetings of the Council, the Advisory Committee
and the Executive
Committee in the absence of the Chairperson;
b. Assume powers and responsibilities of the Chairperson, whenever the
Chairperson is
unable to perform his functions or when the position of
the Chairperson becomes
vacant;
c. In the absence of the Chairperson, act on matters requiring
immediate decision,
provided, however that a report thereon shall be
submitted to the Chairperson within
five days;
d. Co-direct the conduct of regional and sub-regional public
consultations; and
e. Serve the ex-officio Chairperson of any ad-hoc committee that the
Council may create,
unless otherwise specified by the Council.
5. The Vice-Chairperson
The Regional Director of the Regional Office of the NEDA Secretariat
shall be the Vice-Chairperson of the Council. His/her functions shall
be as follows:
a. Preside over the Council and Executive Committee meetings in the
absence of the
Chairperson and Co-Chairperson or the duly designated
temporary Chairperson;
b. Act on matters requiring immediate decision of the Chairperson or
Co-Chairperson in
the absence of a duly designated temporary
Chairperson;
c. Perform the day-to-day operations of the Council, in case the
positions of both the
Chairperson and Co-Chairperson becomes vacant
through resignation, reassignment,
removal form office, death and
permanent disability, until a new Chairperson or Co-
Chairperson shall
have been selected and qualified as provided for under SectionVI.1;
d. Manage the provision of technical and administrative support to the
Council and its
Committees;
e. Perform other duties that may be assigned to him by the Chairperson
or Co-
Chairperson.
6. Secretary of the Council, the Executive Committee and the Advisory
Committee
The Assistant Regional Director of the regional office of the NEDA
Secretariat, or a Division Chief duly designated as Senior
Staff-In-Charge of the Office of the Assistant Regional Director,
shall act as the Secretary of the Council, the Executive Committee and
the Advisory Committee. The Secretary shall have the following
functions:
a. Coordinate the preparation of the agenda of the Council, the
Executive Committee
and the Advisory Committee meetings;
b. Keep a complete record of all the proceedings of the sessions of
the Council, the
Executive Committee and the Advisory Committee
meetings;
c. Certify to the veracity of all official records and documents of
the Council, the
Executive Committee and the Advisory Committee and
the Chairperson's signature;
d. Keep custody of the records of the Council, the Executive Committee
and the Advisory
Committee;
e. Prepare and/or review all draft Council resolutions; and
f. Perform such other functions as may be assigned by higher
authority.

1. Executive Committee
The council shall create an Executive Committee to act on matters that
require immediate attention for and on behalf of the RDC when it is
not in session.
Membership to the Executive Committee shall be determined by the
Council, provided it should include only the regular RDC members.
Provided further that all Sectoral Committee Chairmen created under
Section 7 of EO 325, shall automatically become members of the
Executive Committee. Special non-voting members and members of the
Advisory Committee are not included in determining the total
membership of the fully- constituted Council.
The Council shall provide for the functions and responsibilities of
the Executive Committee.
2. Sectoral Committees
The Council shall create the following Sectoral Committees, which
shall be jointly headed by a Chairman and Co-Chairman:
a. Social Development;
b. Economic Development;
c. Infrastructure Development; and
d. Macro-economy, Development Administration and Finance
The Guidelines for the operations of the Council's sectoral committees
are contained in Section II. Sectoral Committees of this Manual.
In addition to these four (4) committees, the Council may also create
other ad-hoc committees it deems necessary based on its own specific
requirements/needs. Membership to these committees shall include
representatives from both government and private sectors who need not
necessarily be members of the Council based on the RDC technical staff
recommendations.
3. Advisory Committee
The Council shall create an Advisory Committee to advise, assist and
support the Council in discharging its functions. The composition of
the Advisory Committee shall include the members of the House of
Representatives (MHR) who have signified their intention to join and
the members of the Executive Committee.
The following are its specific functions:
1. Advise in the preparation of the Regional Development Plan and the
Regional Development Investment
Programs and support their
implementation;
2. Advise agency regional offices, state colleges and universities and
special development authorities in the
preparation of their annual
budgets; and
3. Advise and support policy recommendations that need legislation
and/or action of the President or the Cabinet.
4. Affiliate Committees
The various committees and councils organized to carry out national
and agency programs in the region are considered to be under the
umbrella of the RDC. Their role shall be to assist the RDC coordinate,
monitor and evaluate their respective specific concerns.
In general, the secretariat functions to these bodies shall be
provided by the lead agency that organized the council/committee. The
Council shall define the institutional relationships between the RDC
and these various committees and councils.

Relationship of the Council with other Offices/Officials
With the Cabinet Officer for Regional Development (CORD)
The RDC shall coordinate with the CORD on matters that need the
attention of any government agency or body at the national level.
With Local Government Units (LGUs) and Local Development Councils (LDCs)
The RDC, upon request, assists the LGUs in preparing local development
plans and programs; coordinates the implementation of projects
covering several LGUs; and provides capability building in the area of
local governance, fiscal administration and project development.
Regional Line Agencies (RLAs) and State Universities and Colleges (SUCs)
The RDC links the agency and SUC development plans and program with
the Regional Development Plan and Investment Program, reviews and
endorse the RLA and SUC budget proposals; coordinates the monitoring
of major projects being implemented, and evaluates and endorses RLA
and SUC project proposals.
With other Special Bodies
The council may determine the nature of its relationship with other
existing special bodies and those that may be created in the future.
The council may also determine the manner or relating with other
existing regional bodies, councils or committees for purposes of
converging their efforts toward the achievement of common goals.
The Council shall meet as often as may be necessary but not less than
once every quarter.
1. Quorum
The Council shall adopt its own rules in constituting a quorum. On
August 26,2003, RDC XII passed Resolution No. 32, series of 2003
adopting the quorum of 50% plus one. Members sending representatives
with full authority in writing to decide for and in behalf of the
member so represented on any matter for decision by the Council shall
be counted as present provided that the total number of
representatives with voting power shall not exceed 30 percent of the
full Council.
In the absence of a quorum, the Council members present may discuss
the items in the agenda and make recommendations thereon to the
Council for its next meeting.
2. Representation
In case a Chairperson of a Sectoral Committee will not be able to
attend an RDC meeting or an Executive Committee Meeting, his/her
representative must come from the Sectoral Committee he/she chairs,
preferably the Co-Chairperson, Vice Chairperson or Secretary of that
particular Sectoral Committee.
3. Decisions
The decisions of the Council shall be by a simple majority of the
members constituting a quorum.
4. Council Resolutions
All decisions of the Council shall be in the form of resolutions. The
framing of the resolutions shall be the responsibility of the Council
Secretary. Resolutions shall be numbered consecutively every fiscal
year indicating the number of the region, number of the resolution and
the year the resolution was passed.
5. Minutes of the Meetings of the Council, the Executive Committee and
the Advisory Committee
The minutes of the meetings of the Council, the Executive Committee
and the Advisory Committee shall be certified by the Council
Secretary, attested by the Vice-Chairperson and approved by the
Council or Advisory Committee Chairperson.
6. Official Records of the Council and the Advisory Committee
The agenda of the meetings of the Council, the Executive Committee and
the Advisory Committee together with the background materials therof,
the approved minutes of these meetings and the records of implementing
actions taken shall constitute the official records of the Council and
the Advisory Committee meetings.
7. Certifications and Issuance of the Records of Meetings
The Council Secretary shall issue certified copies of any council
meeting records or parts thereof to any interested party upon written
request of the interested party and written authorization of the
Chairperson.

OFFICIAL ADDRESS OF THE COUNCIL |
The official address of the Council shall be the office address of the
NEDA Secretariat in the region.

TECHNICAL STAFF AND SECRETARIAT OF THE COUNCIL |
The Regional Office of the NEDA Secretariat shall serve as the
principal technical staff and secretariat of the Council, the
Executive Committee and the Advisory Committee. In addition, the
Council, the Executive Committee and the Advisory Committee, may
require its members to provide such technical and other support as may
be required for the effective discharge of the duties of the Council,
the Executive Committee and the Advisory Committee. The technical
staff of the Council, the Executive Committee and the Advisory
Committee shall have the following functions:
1. Provide technical and administrative support to the Council and its
Committees;
2. Upon request, provide technical assistance on planning to local
governments and
other government agencies in the region;
3. Develop and maintain a comprehensive management information system;
4. Develop a comprehensive program for capability-building for local
government officials
and personnel as well as other members including
NGO members of the Council in the
areas of regional, local and town
planning, project development; investment
programming; monitoring and
evaluation, policy coordination; and other areas of
interest which are
crucial or current to the activities of the Council; and
5. Perform such other functions as may be provided by law or as may be
assigned by
the Chairperson.
The NEDA Regional Director, as head of the RDC Secretariat, shall
manage the technical, administrative and financial operations of the
Council and shall be accountable for the funds and properties of the
RDC.

TERM OF OFFICE AND REORGANIZATION |
The incumbent officials of the Council including its sectoral
committees and the existing private sector representatives shall
continue to serve until the expiry of their term coinciding with the
regular term of the local elective officials.
From thereon, the Council shall reorganize within three (3) months
after the expiration of the term of local executives. The region's
nominees for the RDC Chair/Co-Chair shall be submitted to the Office
of the President by end of the third month after the holding of local
elections. Private Sector representatives to the RDC shall be selected
at least one week prior to the submission of nominees for the RDC
Chairman/Co-Chairman.
RDC XII SECTORAL COMMITTEES: OPERATIONAL GUIDELINES (As approved by the Regional Development Council through RDC XII
Resolution No. 33, series of 2003)
GUIDELINES ON THE OPERATIONS OF RDC SECTORAL COMMITTEES
1. Sectoral Development Concerns
The sectoral committees, i.e. macro-economy, development
administration and finance; economic development; social development;
and, infrastructure and utilities development committees, shall be
responsible in providing the Council with appropriate information and
recommendations on matters concerning regional development,
particularly in the following areas:
Macro-economy, Development Administration and Finance:
· Regional macroeconomic development
· Human resource development for the government sector
· Peace and security
· Public safety and order
· Development finance
· Communication and advocacy
· Population and development
· Information and communication technology (ICT)
· Governance and institutions development
Social Development:
· Education, culture and sports

· Social welfare, community development and other services

2. Functions
i. Review and endorse programs/projects of national government
agencies and LGUs in
the region to the Council requiring national government financial exposure
which may
come in the form of guarantees, national government budget appropriations or
subsidies,
among others;
ii. Integrate sectoral information and statistics in the preparation of
the annual regional
development report;
iii. Assist the Council in the translation of national development goals
and policies into
specific regional sectoral objectives;
iv. Integrate sectoral plans and programs of local government units into
regional sectoral
plans and programs and coordinate all sectoral planning and programming
agencies of
sectoral line agencies in the regions; and
v. Perform other related functions as may be assigned by the Council,
such as the
following:
a) Review, evaluate and coordinate the formulation and
implementation of Regional
Development Plan and Investment Program of the
sector;
b) Conduct initial technical review/evaluation of
budget proposals of the sector's
regional line agencies, state universities and colleges and
government-owned and
controlled corporations;
c) Serve as clearing house of all issues and concerns
affecting the sector which require
action at the level of the RDC;
d) Discuss issues/concerns affecting the implementation
of major/critical programs and
projects in the sector and forward recommendations to RDC
for appropriate action;
e) Track status of programs and projects endorsed by
the Committee; and,
f) Track status of resolutions passed by the RDC
on matters concerning the
development of the sector.
vi. Facilitate Council decisions/resolutions by observing the following
steps in the passing and tracking of RDC
Resolutions:
a) The proponent submits project proposal/issue paper/sectoral
concern to the RDC XII
Secretariat, NEDA Regional Office XII;
b) The RDC Secretariat refers the project
proposal/issue paper/sectoral concern to the
concerned committee of the RDC;
c) The committee concerned evaluates the submitted
proposal/issue/concern and
prepares recommendation in the form of resolution and submits
the same to the RDC;
d) The RDC deliberate/discuss on the project
proposal/issue/concern and if found
feasible endorses it to the concerned entity/agency for
support through resolution;
e) The concerned agency/entity shall coordinate with
the proponent, the RDC, or the
RDC Secretariat and provide feedback on action/s taken by
their department on the
pertinent resolution/proposal.
f) The proponent agency shall also provide
feedback/updates on the pertinent
resolution to the RDC, through the RDC Secretariat.
g) The Secretariat shall provide the Council with
updates on resolutions passed during
the Council's quarterly regular meetings and/or as the
need arises.
3. Membership
i. The members of the committee shall be the Regional Directors or
heads of
agencies/institutions affiliated to the sector, i.e. macro, social, economic, and
infrastructure.
ii. At least one (1) of the PSRs to the RDC should sit as member of each
committee.
iii. The Local Chief Executives (Governors and City Mayors) shall be
regular members of the
sectoral committees.
4. Selection, Tenure and Recall of Committee Officers
i. The Sectoral Committees shall have a Chairperson and
Co-Chairperson. The process for
the Selection of Chairperson and Co-Chairperson shall be
determined by the
committee, provided the nominees shall be regular members of the RDC.
ii. The Chairperson and Co-Chairperson shall serve for a fixed term of
three years
coinciding with the regular term of the Council officials and the local elective
officials.
This prescribed term of office is without prejudice to
re-election.
iii. The officials in the Sectoral Committees may be recalled and the
process and grounds
for recall shall be determined by the members of the committee.
5. Functions of the Committee Officials
Committee Chairperson
i. Preside over the meetings of the Committee;
ii. Represent the Committee in the RDC Executive Committee;
iii. Request any agency or individual member of the Committee to provide
information or
perform appropriate action as the Committee may deem necessary in the
preparation/updating of sectoral development plans and investment programs;
evaluation of
programs/projects seeking RDC endorsement/approval; or resolving
issues and concerns pertaining to the sector, provided
that such functions are within
the mandates of said office;
iv. Submit to the RDC Chairperson, through the RDC Secretariat, regional
sectoral plans,
investment programs, annual development reports and other
documents/pertinent
resolutions on the sector as approved by the Committee;
v. Direct and supervise all activities of the Committee;
vi. Perform other functions and duties as may be directed by the Council.
Committee Co-Chairperson
i. Preside over the meetings of Committee in the absence of the
Committee Chairperson;
ii. Assume powers and responsibilities of the Committee Chairperson,
whenever the
Committee Chairperson is unable to perform his/her functions or when the
position of
the Committee Chairperson becomes vacant;
iii. In the absence of the Committee Chairperson, act on matters requiring
immediate
decision, provided, however that a report thereon shall be submitted to the
Committee
Chairperson within a period agreed by the Committee; and
iv. Co-direct the conduct of regional and sub-regional public
consultations on sectoral
concerns;
v. In the event that the Committee Chairperson is concurrently one of the
appointed or
ex-officio officials of the Council, the Co-Chairperson shall represent the
Committee in
RDC Executive Committee.
6. Vacancy
i. In the event that the position of Chairperson becomes vacant
through resignation,
retirement, reassignment, removal from office, death or disability, the
Co-Chairperson
shall automatically assume the Chairmanship until a new Chairperson is selected by the
members
through a process agreed upon/adopted by the committee.
ii. Should the position of Co-Chairperson become vacant through
resignation, retirement,
reassignment, removalfrom office, death or disability, or elevation to
the position of
Chairperson, a new Co-Chairperson shall be elected from among the members of the
Committee, who are
regular members of RDC XII.
iii. Should both positions of Chairperson and Co-Chairperson become vacant
through
resignation, retirement, reassignment, removal from office, death or
disability, the
Committee Secretariat shall immediately conduct an election in the established
procedure of the
Committee.
7. Committee Secretariat
i. The concerned NEDA XII sectoral division shall provide the
necessary technical
secretariat support to the activities of the Committee. The Chief of the said division
shall act as the Committee Secretary.
ii. The secretariat shall coordinate and work closely with the Committee
Chairperson in
determining committee activities.
iii. It shall be responsible for recording and documenting outcome of
committee
meetings/activities, resolutions passed and other technical papers needed by the
committee. It shall likewise follow through on commitments and decisions of the
Committee.
iv. All reports/documents emanating from Committee meeting and related
activities form
part of the official records of the committee.
8. Technical Working Groups (TWGs)
The Committee shall create technical working groups or "ad hoc" tasks
groups composed of technical staff of the member-agencies, to perform
tasks or activities in response to certain sectoral development
concerns, as may be deemed necessary. The head of the TWG shall be
designated by the Committee. The Secretariat of the Committee shall
also serve as the Secretariat of the TWG.
Quorum
A quorum is constituted when the following conditions are present:
i. Fifty percent (50%) plus one of the total members of the
committee shall constitute a quorum.
ii. Representatives duly designated by Regional Directors or agency heads
to attend Committee meetings in their
behalf should have the rank of Assistant Regional
Director, or should at least have a rank equivalent to a Division
Chief. The attendance of duly designated
representatives of agencies shall be counted in the determination of
quorum.
iii. For LGUs, the Local Chief Executive (LCE) may designate his/her
permanent and alternate representatives to the
Committee who is duly authorized to decide for
and in his/her behalf.
In the absence of a quorum, the Committee members present may discuss
the items in the agenda and make recommendations thereon to the
Committee for its next meeting.
Frequency and Schedule of Meetings
Each Committee shall have regular quarterly meetings. Special meetings
and "ad hoc" working group/task group meetings may be conducted as
often as may be deemed necessary by the Committee.
Presiding Officer
· The Chairperson of each committee shall preside over the meetings. In
his absence, the Co-Chairperson takes
over. It is incumbent upon the chairperson to inform his
Co-Chairperson of his/her absence and vice-versa.
· In the event that both the Chairperson and Co-Chairperson are not
present during the meeting, the members
present shall elect among themselves a presiding officer to
facilitate the conduct of the said meeting.
Logistics and Other Requirements
· Sponsorship of meetings shall be rotated among member agencies and
local government units to remedy the lack
of logistics. Sharing of resources shall be done for other
requirements of the committee.
· An agency or LGU requesting for a special meeting of the committee
shall be the host of the said meeting.

3. Membership
i. The members of the committee shall be the Regional Directors or
heads of agencies/institutions affiliated to the
sector, i.e. macro, social, economic, and
infrastructure.
ii. At least one (1) of the PSRs to the RDC should sit as member of each
committee.
iii. The Local Chief Executives (Governors and City Mayors) shall be
regular members of the sectoral committees.
4. Selection, Tenure and Recall of Committee Officers
i. The Sectoral Committees shall have a Chairperson and
Co-Chairperson. The process for the Selection of
Chairperson and Co-Chairperson shall be
determined by the committee, provided the nominees shall be regular
members of the RDC.
ii. The Chairperson and Co-Chairperson shall serve for a fixed term of
three years coinciding with the regular term of
the Council officials and the local elective
officials. This prescribed term of office is without prejudice to
re-election.
iii. The officials in the Sectoral Committees may be recalled and the
process and grounds for recall shall be
determined by the members of the committee.
5. Functions of the Committee Officials
Committee Chairperson
i. Preside over the meetings of the Committee;
ii. Represent the Committee in the RDC Executive Committee;
iii. Request any agency or individual member of the Committee to provide
information or perform appropriate action
as the Committee may deem necessary in the
preparation/updating of sectoral development plans and
investment programs; evaluation of
programs/projects seeking RDC endorsement/approval; or resolving
issues
and concerns pertaining to the sector, provided
that such functions are within the mandates of said office;
iv. Submit to the RDC Chairperson, through the RDC Secretariat, regional
sectoral plans, investment programs,
annual development reports and other
documents/pertinent resolutions on the sector as approved by the
Committee;
v. Direct and supervise all activities of the Committee;
vi. Perform other functions and duties as may be directed by the Council.
Committee Co-Chairperson
i. Preside over the meetings of Committee in the absence of the
Committee Chairperson;
ii. Assume powers and responsibilities of the Committee Chairperson,
whenever the Committee Chairperson is
unable to perform his/her functions or when the
position of the Committee Chairperson becomes vacant;
iii. In the absence of the Committee Chairperson, act on matters requiring
immediate decision, provided, however
that a report thereon shall be submitted to the
Committee Chairperson within a period agreed by the Committee;
and
iv. Co-direct the conduct of regional and sub-regional public
consultations on sectoral concerns;
v. In the event that the Committee Chairperson is concurrently one of the
appointed or ex-officio officials of the
Council, the Co-Chairperson shall represent the
Committee in RDC Executive Committee.
6. Vacancy
i. In the event that the position of Chairperson becomes
vacant through resignation, retirement, reassignment,
removal from office, death or disability,
the Co-Chairperson shall automatically assume the Chairmanship until a
new Chairperson is selected by the members
through a process agreed upon/adopted by the committee.
ii. Should the position of Co-Chairperson become vacant through
resignation, retirement, reassignment, removal
from office, death or disability, or
elevation to the position of Chairperson, a new Co-Chairperson shall
be elected
from among the members of the Committee,
who are regular members of RDC XII.
iii. Should both positions of Chairperson and Co-Chairperson become
vacant through resignation, retirement,
reassignment, removal from office, death or
disability, the Committee Secretariat shall immediately conduct an
election in the established procedure of
the Committee.
7. Committee Secretariat
i.The concerned NEDA XII sectoral division shall provide the
necessary technical secretariat support to the
activities of the Committee. The Chief of the
said division shall act as the Committee Secretary.
ii.The secretariat shall coordinate and work closely with the
Committee Chairperson in determining committee
activities.
iii. It shall be responsible for recording and documenting outcome of
committ ee meetings/activities, resolutions
passed and other technical papers needed by the
committee. It shall likewise follow through on commitments
and decisions of the Committee.
iv. All reports/documents emanating from Committee meeting and related
activities form part of the official records of
the committee.
8. Technical Working Groups (TWGs)
The Committee shall create technical working groups or "ad
hoc" tasks groups composed of technical staff of the
member-agencies, to perform tasks or activities in
response to certain sectoral development concerns, as may be
deemed necessary. The head of the TWG shall be
designated by the Committee. The Secretariat of the Committee
shall also serve as the Secretariat of the TWG.

1. Regional Project Monitoring Committee (RPMC)
Legal Basis: Executive Order 376
Description:
The Regional Project Monitoring Committee (RPMC) is a special
committee of the RDC. It is the monitoring arm of the Council. RPMC
undertakes the operationalization of the Regional Project Monitoring
and Evaluation System (RPMES) in the region. RPMES is the official
monitoring system in the bureaucracy. The system provides a scheme for
monitoring and evaluating projects with the extensive and active
participation of various government agencies, LGUs and NGOs.
Objectives:
a. To provide up-to-date information on the overall status of project
implementation for planning and budget allocation, to include employment generation of
the various programs/projects expressed in man-days;
b. To identify problems/issues which impede project implementation for
remedial action at the regional and sub-regional levels and elevate unresolved issues and
problems at these
levels to the Cabinet or the President for resolution and final actions;
c. To integrate all monitoring activities in the region;
d. To assess and ascertain whether projects implemented are supportive of
regional development goals and plans as well as national development thrusts and
priorities;
e. To provide information on lessons learned in project implementation for
planning and implementation of future similar projects;
f. To provide a venue for grater participation of non-government
organizations (NGOs) in the development planning process.

2. Regional Land Use Committee (RLUC)
Legal Basis: Executive Order No. 124, issued on 07 December 1990
Objectives:
The Regional Land Use Committee (RLUC) shall review the Comprehensive
Land Use Plans of provinces, highly urbanized cities, and independent
component cities. It shall review such plans to ensure their
consistency with the Regional Physical Framework Plans (RPFP) and
national policies set forth by the National Land Use Council (NLUC).

3. Regional Council for Sustainable Development (RCSD)
Legal Basis: Memorandum Order No. 399
Description:
The Regional Council for Sustainable Development (RCSD) shall oversee
and monitor the operationalization of the Philippine Agenda (PA) 21 in
the region. The committee shall provide the coordinating and
monitoring mechanism for its implementation. For this purpose, it
shall mobilize coordinating bodies including local councils for
sustainable development.
Functions:
a. To review, ensure and monitor the implementation of PA21 at the
regional and local
levels;
b. To coordinate with PCSD in determining the policy reforms and
directions to be
undertaken, as well as, serve as the link in the implementation of such at the regional
and local levels;
c. To develop approaches, strategies and guidelines or parameters to
operationalize the
sustainable development principles embodied in the Rio Declaration, UNCED
Agenda 21,
the National Conservation Strategy and the PSSD, and incorporate them in the
preparation of the Regional
Development Plan (RDP) and the Physical Framework Plan;
d. To recommend to the PCSD, policy reforms and new legislations that
respond to the
continuing and emerging issues such as GATT and its regional implications, and
charting
future actions related to environment and development based on the experience of the
region;
e. To assist in evaluating plans and programs for fund sourcing, act as
the coordinating
mechanisms in cooperation with financial institutions and actively solicit
assistance and
cooperation towards the realization of the commitments made at the Earth Summit;
f. To facilitate the conduct of regular, education, training and
information campaigns on the
principles and strategies embodied in the Philippine Agenda 21, at the
regional and
provincial levels;
g. To facilitate the preparation of feasibility studies, and explore
sources of financing for
programs and projects, whether government or private, that will support
and encourage
region-wide sustainable development efforts;
h. To perform other activities which are necessary to carry out its
mandated functions and
responsibilities.

4. Regional Statistical Coordination Committee (RSCC)
Legal Basis: NSCB Resolution No. 1, Series of 1992
Description:
The Regional Statistical Coordination Committee (RSCC) is a Special
Committee under the administrative supervision of the Regional
Development Council. It provides direction and guidance to regional
and local statistical development activities in line with the policy
decisions of the National Statistical Coordination Board (NSCB) on
statistical matters relative to development planning and
decision-making.
Functions:
1. Oversee the implementation in the regions of policy decisions made
by the NSCB and the adoption of prescribed statistical, standard
methodologies and classification systems;
2. Institute measures to strengthen the statistical capability in the
regions by resolving problems and issues peculiar to the area within
the context of national statistical policies and by setting priority
on the statistical activities thereby ensuring the timely production
of useful and reliable data for regional/local development planning
and decision-making;
3. Elevate statistical matters not specific to the region and its
provinces to the NSCB Executive Board through the RDC;
4. Create inter-agency statistical task forces that could attend to
technical issues and problems and to supervise the activities of these
task forces;
5. Meet at least once a quarter at such date, time and place it may
decide; and,
6. Submit periodic reports to the NSCB and to the RDCs/RDPB/CEB of
statistical development activities in the regions.
The NSCB shall designate the statistical agency/ies which could best
provide the technical and secretariat services needed by the Committee
in Regions I, V, VI, VIII, IX and XII where the Regional Statistical
System Development Project (RSSDP) is being implemented by the NSCB.
The secretariat services shall be provided by the Regional Statistical
Coordination Units (RSCUs) of the RSSDP.

5. Regional Information Technology and E-Commerce Committee (RITECC)
Legal Basis: Executive Order 264
The RITECC shall act as the advisory body of the Regional Development
Council on matters pertaining to information technology.
Functions:
As an Advisory body, RITECC shall:
1. Recommend to the RDC policies relative to the implementation of the
RISSP for Region
XII;
2. Formulate concerted plans/programs to promote the accelerated
development and
application of ICT in the region;
3. Harmonize and coordinate all ICT and E-commerce public initiatives,
programs and
projects to ensure their consistency with the goals of IT21, GISP and NPS;
4. Promote strategic alliances and partnership among and between local and
international
IT firms and institutions; R&D; educational and training institutions and
technology
providers, developers and manufacturers so as to speed-up ICT industry growth in the
region;
5. Assess/review and provide direction for continuing research on various
relevant aspects |
