The PDAC is envisioned to serve as another center of knowledge on project development in Region XII.  This will complement the limited number of institutions (mostly private and state universities) in the region that can undertake project development work.
 

 

Objectives of the Center
  • Provide assistance to LGUs and RLAs in identifying viable projects and assist in developing project proposals for fund sourcing;
  • Extend technical assistance to LGUs in the preparation/refinement of their area development plans and investment programs; and,
  • Serve as a key support facility that will update the requisite skills or equip a pool of technical staff that can serve as resource persons, in project development-related trainings that may be requested by RDC stakeholders.

Services
 
  • Preparation of project studies and other related technical documents such as project profiles, project concept papers, pre-feasibility/feasibility studies, project evaluation reports, and Terms of Reference (TOR).
  • Conduct of capability-building and other training programs on project development including the preparation of training design and training modules, provision of resource person services and workshop facilitation services.
  • Provision of other project development-related technical assistance to LGUs, RLAs and NGOs which include project appraisal and evaluation, sourcing of funds for project preparation and implementation, as well as, matching project needs with Official Development Assistance (ODA) sources, or project facilitation.

 

Operational Process Flow
  • Project Engagement

      The timely delivery of quality outputs shall be the prime concern of the PDAC every time it engages in project development work.  Hence, as a strategy, PDAC shall only undertake one project at a time.

     

  • Acceptance of the Project

      Request for the conduct of a study and/or training shall be reviewed by the PDAC Core Group to determine whether it is capable of undertaking such project.  The findings shall be reviewed by the PDAC Executive Director (NRO XII Regional Director) and endorsed to the Management Board for final action.

      In the event the Center recommends for the acceptance of the project, the PDAC Core Group shall come up with a cost estimate to undertake and complete the project, and to determine the reasonable fee to be collected from the client/proponent.  All incidental operating expenses incurred in the execution of the project shall be charged against the project cost.

     

  • Negotiation with the Proponent/Client

       Upon PDAC's decision to accept the project at an estimated cost, a negotiation between PDAC and the proponent/client shall be undertaken.  A contract/agreement shall be entered between the parties, when they mutually agree with all the matters/provisions of the TOR.
       

  • Organization of the Project Team

       Upon reaching a contract/agreement between PDAC and the proponent/client, a project team shall be constituted who will be involved in the execution of the project.  The team shall be composed of technical and non-technical staff of NEDA Regional Office (NRO) XII and participating RLAs.
       

  • Project Action Plan

       A Work and Financial Plan shall be formulated by the team specifying the activities, the schedule, person-in-charge, outputs, etc. which shall be the basis of all the activities during the execution of the project.  It shall also be the reference in monitoring the accomplishments and performance of the team.

     

      It shall be responsibility of the Project Team Leader to update the Executive Director on the status of the execution of the project, as often as possible.  A terminal report shall be submitted after the acceptance of the project by the client or after the completion of the training conducted within thirty (30) days thereafter.  These activities shall also be reported to the Management Board for their information and appropriate action.
