TRAINING ON PLPEM MODULES 2 and 3
July 30,
2008 |
Module 2
and 3 of the Training Program on the Formulation of
the Provincial Development and Physical Framework
Plan / City Development and Land Use Plan for Region
XII was conducted on 29-30 July 2008 at Dolores Farm
Resort, Pagalungan, Polomolok, South Cotabato.
The training was participated in by the PLPEM Module
1 LGU participants composed of the following: a)
Provincial Planning and Development Coordinator; b)
Provincial Budget Officer; c) Provincial Treasurer;
d) Chairs of the SP's Committee on Appropriations
and Committee on Planning; e) Land Use Planner /
Zoning Officer; f) Economist/Project Development
Officer; and, g) Infrastructure/Project Development
Officer.
After the training, the participants appreciated
better the links between planning, investment
programming, budgeting and project evaluation and
management; learned and applied additional knowledge
and skills in preparing Local Development Investment
Program (LDIP) and project feasibility studies; and,
prepared an action plan for the enhancement of the
Draft Provincial/City Development and Physical
Framework Plan (PDPFP) and the preparation of the
LDIP and at least one project feasibility study.

RDC XII
Conducts Its 23rd
Regular Meeting at Protech, Koronadal City
July 2,
2008
RDC XII conducted its 23rd Regular Meeting on July
2, 2008 at Protech Center, Koronadal City. The
meeting was participated in by the RDC XII members,
Local Government Units (LGUs) and guests. No less
than the Presidential Assistant for Mindanao, Hon.
Virgilio Leyretana graced the activity. Hon.
Governor Daisy Avance-Fuentes hosted the meeting and
she had the opportunity to present the Priority
Development Thrusts of the Province as well as the
rehabilitation activities undertaken by the province
to the damaged areas.
One of the highlights of the meeting was the
presentation of the proposed reactivation of the
Tri-Council, namely, the Regional Development
Council (RDC) , the Regional Disaster Coordinating
Council (RDCC) and the Regional Peace and Order
Council (RPOC) in the presence of the three (3)
Chairpersons of the Tri-Council, namely; Hon.
Governor Pax S. Mangudadatu of RPOC, PSupt.
Felizardo M. Serapio, Jr.of RDCC XII and Hon. Hadja
Sittie Mariam (Ma. Lourdes) D. Lim of RDC XII.
The Tri-Council has been organized since 1999. The
proposal for the reactivation of the Council was
raised during the MEDAFC Meeting of the RDC XII on
March 10, 2008. However, realizing the extent of
damage brought about by typhoon Frank which has
wrought havoc to infrastructure projects and
agricultural crops in the region, it was further
proposed that the RDC XII, RPOC and RDCC should meet
and discuss peace and development, security and
disaster mitigation issues affecting Region XII.
The outputs of the recently conducted Tri-Council
Meeting paved the way for the conduct of a
Presidential Visit to Region XII on July 20-21,
2008.
There were a total of __ resolutions passed during
the meeting.

RLUC
XII CONDUCTS FIRST MEETING FOR CY 2008
June 16, 2008
The Regional Land Use Committee (RLUC) of Region XII
conducted its first meeting for CY 2008 on 16 June
2008 at RDC XII Conference Hall, RDC Building,
Cotabato City. Nine member-agencies were present
namely: NEDA XII, DTI XII, HLRB XII, HUDCC, XII, DOT
XII, DENR XII, DA XII, DPWH XII and DILG XII. The
Office of Civil Defense (OCD) XII RD Lita Enok and
Mr. Jaime Flores of Mines and Geoscience Bureau (MGB)
also attended the meeting.
The meeting's agenda covered the following:
Updates on Disaster Risk Management (DRM);
the Provincial / Local Planning and Expenditure
Management (PLPEM) Manual and the Revised Provincial
Physical Framework Plan Review and Approval Process;
Highlights of the NLUC Meeting on Land Use Policies
Affecting Agricultural Land Conversion;
Advocacy on the Proposed National Land Use Act; and,
Updates on the Mindanao-wide Action Plan on the
Implementation of the Regional Physical Framework
Plan (RPFP).
During the meeting, RLUC XII passed Resolution No.
1, series of 2008 - "A Resolution Requesting RDC XII
to Endorse the Approval of the National Land Use
Act."
The RLUC-TWG was also instructed to do the
following:
a) conduct inventory of studies related to hazards
in Region XII;
b) process gathered information from studies; and,
c) release relevant information, as approved by the
RLUC, for appropriate action of concerned agencies.

NEDA XII OPENS SATELLITE
OFFICE IN KORONADAL CITY

The NEDA Region XII Satellite Office (NRO XII-SO)
has opened and started its operations in Koronadal
City on 25 June 2008. This is in compliance with the
President’s directive to facilitate the
establishment of satellite offices in the new
government centers by June 2008 and complete the
transfer of regional offices by June 2009.
The Satellite Office shall function as an extension
of the Regional Office and the RDC XII Secretariat
to carry out functions as may be assigned by the
Regional Director, particularly in the key result
areas of |
|
technical assistance to
local government units (LGUs); coordination with
National Government Agencies (NGAs) on regional
development concerns and monitoring the
implementation of National Government and Official
Development Assistance (ODA) Projects in the
SOCSKSARGEN area.

RDC XII holds 22nd
Regular Meeting in Kidapawan City

The Regional Development Council (RDC) XII conducted
its 22nd Regular Meeting on March 28, 2008 at the
Rooftop of the Capitol Building of North Cotabato
Province.
The meeting was presided by the RDC XII Acting
Chairperson and NEDA XII Regional Director Hadja
Sittie Mariam (Ma. Lourdes) D. Lim; and hosted by
the Provincial Government of North Cotabato.
Provincial Governor Jesus Sacdalan welcomed the
members of the Council and presented the development
thrusts and priorities of the province. |

The meeting was graced by the presence of
Congressman Bernardo F. Piñol, Representative of the
2nd District of North Cotabato, who also shared his
main agenda and priorities for his district which
focus on agricultural development and food security.
He also supports the move of the Council to convene
the Advisory Committee of RDC XII to be composed of
all Congressional Representatives of the region.
She presented to the body
the Integrity Development Action Plan (IDAP)/Anti-Corruption
Framework Initiative of the Macapagal-Arroyo
Administration.
Representatives from OP-Presidential Management
Staff – Malacañang were also present to observe the
Council’s deliberation/discussion on the transfer of
regional offices to Koronadal City, the new
government center of Region XII.
Other agreements made during the meeting were as
follows: (a) Support to the different projects of
the Provincial Government of Cotabato under the
SHEEP Development Thrusts of the province, which
stands for Social and rural infrastructure, Health
and Social Welfare; Economic Empowerment and
Livelihood; Education and Environment; and Peace |

and Security; (b) Conduct of a study on the
different schemes and approaches on CSO/NGO
experiences and best practices on anti-corruption; and
(c) Agency Transfer
Plans and conduct of other activities relative to
transfer of regional offices to Koronadal City. Likewise, the Council
discussed the 2009 Annual Investment Plan updating
and also agreed to endorse a proposal on the
establishment of a DFA Consular Office in Region
XII.
Towards the end of the meeting, concerns of sectoral
committees were discussed: The proposed Biotech
Facility of UP-Mindanao; mining activities in the
region; closure of Bula Fuel Depot Terminal in
General Santos City; and, conduct of comprehensive
study on the opening of a direct flight from General
Santos City International Airport to the Middle East
for Muslim Pilgrims to Mecca, Kingdom of Saudi
Arabia.
Moreover, the Council also deliberated on
implementation issues of the following
infrastructure projects in the region, to wit:
concreting of Alamada-Banisilan Road; abandoned
construction of school building projects under the
Social Expenditure Management Project (SEMP)-2;
construction of access road for the alternate
Quirino Bridge in Cotabato City; and the Cotabato
Awang Airport Development Project. (SJA-PPFD)

P446,657.61 or 3 percent is allotted for good
governance and sustaining peace and development.
The two-day activity of the RDC XII generated
Executive Committee endorsements of FY 2009 Budget
Proposals of agency regional offices (AROs) and
State Universities and Colleges (SUCs), particularly
their programs, projects and activities to Agency
Central Offices, Department of Budget and
Management and Congress.

The Regional Development Council (RDC) XII review of
and consultation on the FY 2009 Budget Proposals of
Agency Regional Offices (AROs) and State
Universities and Colleges (SUCs) was conducted on
May 26-27, 2008 in Cotabato City. The budget
consultation was participated in by twenty-nine (29)
agency regional agencies (AROs), five (5) State
Universities and Colleges (SUCs), one (1) Local
Government Unit (LGU), three (3) Private Sector
Representatives, and the RDC XII Secretariat.
The activity aimed to: 1) orient the AROs and SUcs
on the 2009 National Government Budget Thrusts and
Priorities; 2) provide a forum for consultation on
proposals seeking funding from the National
Government and Official Development Assistance (ODA);
and, 3) review the consistency of FY 2009 Budget
Proposals of various line agencies and State
Universities and Colleges with the region’s 2009
Annual Investment Program and ensure that these are
supportive of the development thrusts and priorities
of the region and the President’s 10-Point Legacy
Agenda.
The 2009 budget review process was led by Acting RDC
XII Chairperson and NRO XII Regional Director Hadja
Sittie Mariam (Ma. Lourdes) D. Lim with the
members of the expanded RDC-Executive Committee |

(RDC-ExCom) XII as the review panel. The panel
focused on the consistency of the priority programs
and projects in the FY 2009 budget proposals with
the 2009 Annual Investment Program of AROs and SUCs.
This is to ensure that proposed programs and
projects essential in the attainment of the Vision
for the region, as well as, the development thrusts
and priorities of the region will be favorably
considered and be provided with funding support.
The RDC XII ExCom members endorsed the amount of
Sixteen Billion, Seventeen Million, Six Hundred
Thirty Four Thousand and Three Hundred Pesos
(P 16,017,634,300.00) as the budgetary requirement
of thirty four (34) AROs and five (5) SUCs of Region
XII FY 2009 to ensure the implementation of
priority programs and projects necessary for the
realization of the development outcomes stipulated
in the Updated Regional Development Plan for
2008-2010. Of the total amount, P 846,740,000.00 or
5.3 percent is allotted to programs and projects
that would address poverty alleviation,
P4,148,536,000.00 or 25.98 percent for the
attainment of Greater Economic Productivity and
Economic Growth; P 6,734,205,000.00 or 42.04 percent
is proposed for improving quality health and
education; P3,841,485,000.00 or 24.06 percent |

plan proposes
innovative, cost-sharing measures and collaborative
efforts among the regional line agencies, local
government units, and the media. The plan shall be
undergoing further review by the Sectoral Committees of RDC XII for enhancement and
commitment building in the coming months. The CAP
shall also be presented to RDC XII during its 23rd
Regular Meeting in June 2008 for approval and
adoption.

A one-day workshop on the formulation of the Region
XII Communication and Advocacy Plan for the Updated
Regional Development Plan (RDP) for 2008-2010 was
conducted on April 24, 2008 at the RDC XII
Conference Hall, Cotabato City. This activity was
initiated by the Macro-Economy, Development
Administration and Finance Committee (MEDAFC) of
Regional Development Council (RDC) XII. During the
meeting of the MEDAFC on March 10, 2008, the
Committee designated the Philippine Information
Agency (PIA) XII and the Information and
Communication Officers Network (ICON) of the region
to spearhead the formulation and implementation of
the said communication plan. PIA XII Director Olivia
Sudaria facilitated the workshop that crafted the
region’s Communication and Advocacy Plan for the RDP.
A total of fifty participants composed of

Officers of regional line agencies and
local government units and members of the RDC XII
Secretariat attended the workshop.
Anchored on the regional slogan or battle cry,
“Kilos Abante Rehiyon Dose”,
the draft RDP Communication and Advocacy Plan
features a results-oriented agenda for addressing
the remaining development problems and issues of
Region XII in the next three years. As a pro-active
and focused communication and advocacy plan, it
shall support the attainment of strategic outcomes
on economic growth and productivity, adequate
infrastructure support, improvement of health and
education condition of the population, good
governance and sustained peace and development in

The Budget Review of and Consultation on Agency
Regional Offices (AROs) and State Universities and
Colleges (SUCs) FY 2009 Budget Proposals Region XII
for CY 2009 was updated in a workshop facilitated by
RDC XII on April 9, 2008 in Cotabato City. The
consultation-workshop was participated in by
representatives from regional line agencies (RLAs)
(46), State Universities and Colleges (SUCs) (7),
Local Government Units (LGUs) (6), Private Sector
Representatives (PSRs) (2) and RDC XII Secretariat
(23).
The activity aimed to: 1) orient participants on the
2009 Regional Annual Development Strategies and
Targets and major considerations for the 2009 AIP
Updating; 2) provide a forum for consultation on
proposals seeking funding from the national
The AIP is a component of the RDIP and indicates the
priority projects for the year 2009 with the corresponding investment
requirements. The 2009
