LIGAWASAN MARSH LGUs commit support to NEDA
KR2-PEP Projects

The Project Management Team (PMT) and Local Chief
Executives (LCEs) conducted a meeting on 19 August
2009 at the Office of the Provincial Governor, Amas,
Kidapawan City, Cotabato Province, for the Small
Scale Community-Based Environmental Rehabilitation
and Conservation Project for Clustered Area within
the Vicinity of Ligawasan Marsh under the NEDA
KR2-PEP. The purpose of the meeting was to update
the concerned LCEs on the status of implementation
of the said project. It was participated in by the
Honorable Mayors of the Municipalities of Tulunan
and Pikit, the NEDA Region XII OIC-Regional Director
Teresita Socorro C. Ramos, the Executive Director of
the Maguindanaon Development Foundation, Inc. (MDFI)
as the lead implementing agency of the project, the
Provincial Planning and Development Coordinator (PPDC)
of North Cotabato Province, the Municipal
Administrator of Mlang, and the Municipal Planning
and Development Coordinator (MPDC) of Kabacan.
During the meeting, the participants were briefed on
the progress of the project since its
conceptualization in 2007 and the project’s physical
and financial accomplishments to date. A video on
its implementation was likewise presented.
The project was 81 percent accomplished, as of 31
July 2009. Major accomplishments of the project
include the establishment and maintenance of 120
hectares of reforestation areas, 6 hectares of fish
sanctuaries, 38 kilometers of riverbank protection/
stabilization and 13 nurseries; the conduct of 33
capability building and leadership trainings;
organization of 12 functional People’s Organizations
(POs); and the conduct of mid-implementation
assessment workshop, 52 monitoring activities by the
project coordinator and 2 field monitoring visits by
NEDA XII together with the PMT.
The meeting was highlighted by the ceremonial
turn-over of Geographic Information System (GIS) -
generated maps to the four co-implementer LGUs, NEDA
XII and MDFI by the Provincial Planning and
Development Office (PPDO) of Cotabato Province. The
assistance of PPDO - North Cotabato Province was
tapped in view of their trained and capable
personnel to perform the actual delineation on the
ground of the project areas using the Global
Positioning System (GPS) survey and the preparation
of corresponding GIS-generated maps.
The message of support from the LCEs rendered by
Honorable Mayor Lani S. Candolada of the
Municipality of Tulunan, North Cotabato capped the
activity. She enjoined the commitment of other
co-implementer LGUs to help out in the
sustainability of the project through the passage of
needed barangay and municipal ordinances/resolutions
in the conservation and protection of the
reforestation, fish sanctuaries and riverbank
stabilization areas established under the project.
The sustainability of the project is critical in the
achievement of the project’s overall goal of
contributing to the conservation and rehabilitation
of the marshland environment and improving the
socio-economic productivity of the farmers and
fishers in the target areas, including the
sustainability of the agri-fishing industry on which
about 80% of the community/people in the area depend
for livelihood.
