NEDA XII AWARDED GAWAD NG PAGPAPAHALAGA
September 09, 2009

A simple office launching ceremony turned out to be
a momentous event for the NEDA RO XII personnel.
Regional Director Grace R. Belgado-Saqueton of CSC
XII surprised the NEDA Regional Office XII with an
award, Gawad ng Pagpapahalaga, during the occasion
of the launching of the NEDA XII Citizen’s Charter
on 9 September 2009, 2:00 PM at the Special
Reference Data Center (SRDC), NEDA XII, Rommel
Building, Koronadal City. The award was received by
OIC-Regional Director Teresita Socorro C. Ramos of
NEDA XII.
The Gawad ng Pagpapahalaga was awarded in
recognition of the agency’s commitment to advocate
and implement the provisions of RA No. 9485, and its
proactive response in the formulation of
the
NRO’s Citizen’s Charter. Field Director Teresita R.
Antolin of CSC-Cotabato City Field Office also
witnessed the event.
The launching of the Citizen’s Charter was one of
NEDA XII’s activities, in line with the celebration
of the 109th Anniversary of the Philippine Civil
Service. A Drafting Committee on the NEDA XII
Citizen’s Charter was created on 6 March 2009 per
Office Order No. 20-2009 dated 6 March 2009. The
committee is led by NRO XII staffs from the
Operations Division who participated in the Seminar
on Anti-Red Tape Act (ARTA) conducted by the Civil
Service Commission on 5-6 February 2009 in Cotabato
City. Representatives from other divisions have also
been identified as members of the committee.
During the program, the NRO XII personnel were given
a brief
orientation
on the salient points and major components of the
Anti-Red Tape Act of 2007, as well as the major
contents of the Office Citizen’ Charter (Vision of
NRO XII, Mission of NEDA, Functions of NRO XII,
Procedure for Filing Grievance, Feedback and Redress
Mechanism). The step-by-step procedure in providing
the following NRO XII frontline services was also
presented: a) Provision of Technical Assistance to
Walk-In Clients, b) Project Evaluation, c) Provision
of Plans and Economic Reports Requested by Walk-In
Clients; and d) Project Monitoring and Evaluation.
RD Saqueton gave an inspirational message and
emphasized that the Citizen’s Charter is the
agency’s promise to the public which must be
delivered and acted upon. She further stressed the
employees’ role in keeping the spirit of public
service alive
not
only in their hearts but most especially in
realizing their vision and mission for regional
development. She posed the question “What makes you
to stay in the government?” that served as
reflection for the personnel.
To mark the official launching of the Charter, RD
Saqueton was requested to conduct a ceremonial
imposition of the Service ID’s on each of the NRO
XII personnel. She was assisted by OIC-Regional
Director Ramos.
The office frontline services and process flow
charts were printed on posters that are put on
exhibit in the office premises. A brochure
presenting in brief the frontline services of the
regional office are made available for the public.
NEDA XII customers may put their suggestions,
commendations, and comments regarding
the
agency services to the Suggestion Box “Mamamayan
Muna, Hindi Mamaya Na”.
With the assistance of CSC XII, NRO XII shall be
conducting training for its frontline personnel in
the fourth quarter of CY 2009 to further improve
their skills in providing better services to the
public and achieve customer satisfaction.
The members of the NEDA XII Citizen’s Charter
Drafting Committee are Lalaine M. Sajelan (Lead
Staff-OD), Romel Patrick E. Tanghal (PPFD), Juliet
G. Bolando (KMD), Liberty B. Arumpac (PDIPBD), Romeo
