RLUC XII REORGANIZES FOLLOWING ISSUANCE OF EO 770

The Regional Land Use Committee (RLUC) of Region XII
was reorganized on July 28, 2009 in compliance with
Section 6 of Executive Order No. 770 issued by Her
Excellency President Gloria M. Arroyo on December 1,
2008. EO 770 amends Letter of Instruction (LOI) No.
1350 otherwise known as “Providing the Institutional
Framework for National Physical Planning” and
strengthens the National Land Use Committee (NLUC)
by elevating it as one of the Committees of the NEDA
Board. The NLUC-NB advises the President on all
matters concerning land use and physical planning;
and decides and resolves land use policy conflicts
between and among national government agencies.
The reorganized RLUC XII is composed of the Regional
Directors/Heads
of Offices of Departments of Environment and Natural
Resources (DENR); Agriculture (DA); Agrarian Reform
(DAR); Trade and Industry (DTI); Public Works and
Highways (DPWH); Transportation and Communication (DOTC);
Tourism (DOT); Interior and Local Government (DILG);
Justice (DOJ); Science and Technology (DOST); Energy
(DOE); Housing and Urban Development Coordinating
Council (HUDCC)/Housing and Land Use Regulatory
Board (HLRB), and the National Commission on
Indigenous People (NCIP). Two (2) Private Sector
Representatives (PSRs) are also members , preferably
land use planning experts, who shall be nominated
and selected based on an eligibility criteria; as
well as, the Presidents of the League of
Municipalities of the region. The NEDA Regional
Director serves as Chairperson of RLUC XII.

XII OIC RD Teresita Socorro C. Ramos, Acting RLUC
XII Chairperson, presided the Reorganization Meeting
that tackled the Status Report on the Formulation of
the Provincial Development and Physical Framework
Plans (PDPFPs) and the Report on the Provincial
Readiness To Institutionalize and Mainstream Risk
Reduction (PRIMRR) Through Best Practices
Replication of a Permanent Disaster Risk Management
Office (DRMO). To prepare for the 1st regular
meeting, the Technical Working Group (TWG) shall be
conducting a planning workshop in September 2009 to
identify concerns that need to be addressed by the
reorganized RLUC considering its new function on
land use issues,, as well as, new activities in line
with its other mandates.
