1. INTRODUCTION
Region XII is located in Southern Philippines
and it is one of country's top producers of tuna, rice, corn, and high value
crops, such as, aspagarus, banana, oil palm and coffee. Its large deposits
of gold and copper, known to be of world class quality, are potential
sources of wealth for the region. It has ecotourism potentials as well with
the presence of Mt. Apo, Lake Sebu, Liguasan Marsh and long stretch of
beaches, among others.
Region XII is also home to about 3.2 million people of diverse cultures,
spread across the four provinces: Cotabato, Sarangani, South Cotabato, and
Sultan Kudarat, and the five cities of Cotabato, General Santos, Kidapawan,
Koronadal and Tacurong.

Like most of the regions in the country, the
greatest challenge Region XII is facing is the high incidence of poverty.
Thus, the region shall harness its development potentials to reduce poverty
incidence from 45 percent in 2004 to 30 percent by 2010. The major
strategies to attain this goal shall be towards sustained greater economic
growth and job generation, energy independence, social justice and basic
needs, education and youth opportunity, and good governance. These
strategies are consistent with the 10-Point Legacy of Her Excellency
President Gloria Macapagal-Arroyo as contained in the Medium-Term Philippine
Development Plan (MTPDP, 2004-2010).
Thus, the Medium-Term Regional Development Plan and Investment Program (MTRDP/IP),
2004-2010 is the region's development blueprint towards alleviating poverty.
It contains development strategies and specific lists of programs and
projects which shall be implemented by various line agencies, local
government units and the private sector in the next six years. |

2. VISION
By 2030, Region XII is socially and environmentally livable with sustained
natural resources; producing globally competitive human resources and agri-industrial
and fishery products, particularly tuna, crabs, prawns, high value crops
(asparagus, banana and cut-flowers), and halal products; transshipment hub
of Southern Philippines; center of eco-tourism; and with united,
God-centered and self-reliant people with access to economic opportunities
and quality services. |

3. ECONOMIC GROWTH AND
JOB CREATION
a. Macroeconomy
Gross Regional Domestic Product (GRDP)
From the 3.8 percent growth recorded in 2003, Region XII's economy, as
measured by its Regional Gross Domestic Product (GRDP), is targeted to
grow by 5.7 percent in year 2010, with an average annual growth rate of
4.9 percent. The agriculture, fishery and forestry (AFF) sector shall
remain to be the region's lead contributor to GRDP, and is expected to
hit a 6.5 percent growth rate by 2010 or an average annual growth rate
of 5.2 percent.
As for the industry sector, it is targeted to grow by 5.0 percent by the
end of the plan period, with an average annual growth rate of 4.3
percent. The expected growth of this sector shall come from mining
activities, public and private construction of housing and commercial
units, manufacturing activity (food canning/processing), and
small-medium enterprises.
The services sector, on the other hand, is expected to grow,
particularly in electricity and communications, at an average annual
growth rate of 5.1 percent and is expected to attain a rate of 5.2
percent in 2010.

Efforts shall be undertaken to make the
region conducive to further economic growth and better living conditions
by improving revenue generation, the efficiency in the use of financial
resources, and the peace and order condition in the area.

b. Livelihood:
Increasing Investments and Exports to Create Jobs
Trade and Investments
For the period 2005-2010, exports are expected to increase from $354.86
million in 2005 to reach the level of $397.97 million in 2010. Processed
fruits and canned tuna shall continue to dominate the exports industry along
with coconut-based products, coffee, banana, vegetables and palm oil.
Investments are targeted to increase from P2.286 billion to P3.260 in 2010.
Strengthening assistance to small and medium enterprises is expected to
boost investments. Employment facilitation through various placement
facilities and other economic activities shall reach 23,597 in 2010 from the
2004 target of 13,321. To achieve the aforecited targets, the following

Environment And Natural
Resources
To address concerns of the environment and natural resources sector, the

forest maintenance of 2,408 hectares and forest protection of 1,245

- Strict enforcement of existing
pollution control laws and policies, as well as encouragement of
voluntary compliance with environmental quality standards that focus
on air, land and water quality;
- Annual targets: construction of 12
STPs and 6 WTFs; establishment of 6 MRFs/Composting Facilities;
issuance of 1500 ECCs and 1130 CNCs; and, establishment of 28 CEMS;

c. Fiscal Strength
The region is committed to support national government measures to increase

increase collection of internal, local and other revenue taxes. Other

d. Infrastructure and Decentralized Development
Transport And Digital Infrastructure
Among the primary concerns enunciated in the Medium-Term Philippine
Development Plan, 2004-2010 is the connection of the country's archipelagic
economy by an efficient transport and communications network. Along this
line, the region shall continue to pursue the physical integration of Region
XII with other regions in Mindanao, and with Luzon and Visayas regions and
the rest of the world through improved land and sea transport systems, as
well as good communication links.

- Pursue the rehabilitation of
deteriorated pavement along arterial and secondary national roads (repavement
of 20 KMs during the plan period) and repair/establishment of road
signage and safety structures
- Construction and improvement of
roads connecting production areas of the region (about 435 KMs road
and 2,200 lineal meters of bridges)

areas should be mitigated by strictly enforcing environmental laws

- The concern for efficient and
high-speed connectivity through telecommunications shall be worked out
during the plan period. Encourage mobile phone companies to provide f
cell sites in areas with poor or no signal, including private
individuals to enter into agreement with cell phone companies to
construct and maintain cell sites within their respective properties
and get shares from their operation.

The region shall pursue
the provision of potable water supply to communities without access to
clean water. This is in line with the objective of providing clean water
to all barangays by CY 2010 of the present administration.

objectives of reducing the cost of rice through greater productivity and
the development of two million hectares of land for agri-business, as
enunciated in the MTPDP 2004-2010, the sector shall continue its efforts
towards irrigation development.

rehabilitation of irrigation facilities in priority rice lands,
particularly the following: completion of MalMar Stage I;
implementation of MalMar Stage II; Malitubog-Libungan Transbasin;
Maganoy Dam No. 3;
- Rehabilitation of existing NIS.
- Gradual implementation of the
Irrigation Management Transfer (IMT) of national irrigation systems (NIS)
to qualified and capable irrigators' associations (Ias).
- Provide water impounding projects to
ensure availability of water for irrigation systems during dry
seasons.
- Pursue watershed development as
built-in component of every proposed irrigation project

Flood Control and Drainage

and construction of flood control structures along Rio Grande de
Mindanao and Tamontaka River.

prevent soil erosion and siltation of rivers.

4.
ENERGY INDEPENDENCE AND SAVINGS
a. Energy Independence
Region XII is endowed with natural resources with potentials for development
of renewable energy. To counter the rising cost of petroleum in the world
market, the region shall develop existing resources as alternative sources
of energy.

meet the rising demand for power in Mindanao (Coal-fired Power Plant,
Pulangi V)

b. Energy Savings
The retail prices of petroleum products (gasoline, diesel, kerosene) in
Region XII are probably the highest among regions owing to distance from the
Luzon-based oil refineries. To save energy is to reduce fuel consumption on
motor vehicles. Hence, the following economy measures towards reduction on
petroleum consumption shall be adopted in the region.

savings programs (e.g. car pooling, carless days, number/color coding,
etc.)
- 'Motorcycle/Bike-to-work' and
'Motorcycle/Bike-to-school'.
- Encourage private sector to engage
into coco bio-diesel production as fuel blend.
- Promote the use of biogas for
households cooking.

c. Electrification of
Barangays
Push every electric cooperative to energize all barangays within their
service areas in order to attain a 100% barangay energization by 2008.

5. SOCIAL JUSTICE AND
BASIC NEEDS
Human capital plays vital roles in economic development processes, thus,
meeting the basic needs of the masses is one of the top priorities of the
Arroyo Administration. Efforts shall be intensified to achieve the
Millennium Development Goals (MDGs) particularly in the areas of poverty
reduction and human development through a broad and strategic partnership
among all concerned stakeholders, especially the LGUs.
To meet the basic needs of the masses and ultimately promote social justice,
the following priority strategies and activities shall be pursued:

6. EDUCATION AND YOUTH OPPORTUNITY
Investment in education is crucial in reducing poverty. Education provides
more opportunities for the youth to become productive, responsible and
empowered citizens contributing to sustainable growth and development of the
country. The government put primacy to quality and accessible lifelong
learning, from early childhood development to primary, secondary and
tertiary learning consisting of a ladderized interface between
vocational-technical and college education. Continuing efforts shall be
pursued in the attainment of the Millennium Development Goals (MDGs),
particularly in achieving universal primary education and promoting gender
equality at all levels of education. Along this line, the following general

7. GOOD GOVERNANCE
With President Arroyo administration's commitment to simple, fair and
transparent government, reforms along institutional, political, economic and
local governance shall be pursued. Efforts shall likewise be geared toward
improving the capability of government, and its partner agencies in the
private sector, in managing development initiatives in the region. Problems
on graft and corruption, peace and security, law enforcement and
