1. INTRODUCTION

Region XII is located in Southern Philippines and it is one of country's top producers of tuna, rice, corn, and high value crops, such as, aspagarus, banana, oil palm and coffee. Its large deposits of gold and copper, known to be of world class quality, are potential sources of wealth for the region. It has ecotourism potentials as well with the presence of Mt. Apo, Lake Sebu, Liguasan Marsh and long stretch of beaches, among others.

Region XII is also home to about 3.2 million people of diverse cultures, spread across the four provinces: Cotabato, Sarangani, South Cotabato, and Sultan Kudarat, and the five cities of Cotabato, General Santos, Kidapawan, Koronadal and Tacurong.

Like most of the regions in the country, the greatest challenge Region XII is facing is the high incidence of poverty. Thus, the region shall harness its development potentials to reduce poverty incidence from 45 percent in 2004 to 30 percent by 2010. The major strategies to attain this goal shall be towards sustained greater economic growth and job generation, energy independence, social justice and basic needs, education and youth opportunity, and good governance. These strategies are consistent with the 10-Point Legacy of Her Excellency President Gloria Macapagal-Arroyo as contained in the Medium-Term Philippine Development Plan (MTPDP, 2004-2010).

Thus, the Medium-Term Regional Development Plan and Investment Program (MTRDP/IP), 2004-2010 is the region's development blueprint towards alleviating poverty. It contains development strategies and specific lists of programs and projects which shall be implemented by various line agencies, local government units and the private sector in the next six years.
 
2. VISION

By 2030, Region XII is socially and environmentally livable with sustained natural resources; producing globally competitive human resources and agri-industrial and fishery products, particularly tuna, crabs, prawns, high value crops (asparagus, banana and cut-flowers), and halal products; transshipment hub of Southern Philippines; center of eco-tourism; and with united, God-centered and self-reliant people with access to economic opportunities and quality services.
 
3. ECONOMIC GROWTH AND JOB CREATION

a. Macroeconomy

Gross Regional Domestic Product (GRDP)

From the 3.8 percent growth recorded in 2003, Region XII's economy, as measured by its Regional Gross Domestic Product (GRDP), is targeted to grow by 5.7 percent in year 2010, with an average annual growth rate of 4.9 percent. The agriculture, fishery and forestry (AFF) sector shall remain to be the region's lead contributor to GRDP, and is expected to hit a 6.5 percent growth rate by 2010 or an average annual growth rate of 5.2 percent.

As for the industry sector, it is targeted to grow by 5.0 percent by the end of the plan period, with an average annual growth rate of 4.3 percent. The expected growth of this sector shall come from mining activities, public and private construction of housing and commercial units, manufacturing activity (food canning/processing), and small-medium enterprises.

The services sector, on the other hand, is expected to grow, particularly in electricity and communications, at an average annual growth rate of 5.1 percent and is expected to attain a rate of 5.2 percent in 2010.
 
Efforts shall be undertaken to make the region conducive to further economic growth and better living conditions by improving revenue generation, the efficiency in the use of financial resources, and the peace and order condition in the area.
 

b. Livelihood: Increasing Investments and Exports to Create Jobs

Trade and Investments

For the period 2005-2010, exports are expected to increase from $354.86 million in 2005 to reach the level of $397.97 million in 2010. Processed fruits and canned tuna shall continue to dominate the exports industry along with coconut-based products, coffee, banana, vegetables and palm oil. Investments are targeted to increase from P2.286 billion to P3.260 in 2010. Strengthening assistance to small and medium enterprises is expected to boost investments. Employment facilitation through various placement facilities and other economic activities shall reach 23,597 in 2010 from the 2004 target of 13,321. To achieve the aforecited targets, the following strategies shall be pursued:
 

 
  • Utilization of appropriate/updated technology
  • Compliance to product standards and testing
  • Development and use of database management and information system for products and labor market
  • Business matching, linkaging and networking
  • Maintenance of industrial peace thru enhanced labor- management relations
  • Enhanced assistance on accessing of financing and market linkages
  • Adoption of Industry Clustering approach
  • Strengthening one-stop action center for exports and investment
  • Use of e-commerce

Agri-Business

 
  • Develop 52,894 hectares of land for agri-business
  • Make food plentiful at reasonable prices
    • Irrigated Rice 3.7 tons in 2005 to 6 tons in 2010
    • Non-irrigated 2.44 2005 to 2010
    • Yellow Corn 2.77 tons in 2005 to 4 tons in 2010
    • White Corn 1.66 tons in 2005 to 2010
  • Regulate prices of basic goods
  • Modernize agriculture support & facilities
  • Strengthen partnership among LGUs, Implementing Agencies and Private
  • Sector on business activities through alliance building
  • Pursue the passage of “Land for Collateral” bill

Environment And Natural Resources

To address concerns of the environment and natural resources sector, the following strategies and targets shall be pursued:

 
  • Strict implementation and compliance with Environmental Laws;
  • Annual targets: 450,000 seedlings of forest trees and 90,000 fruit trees; reforestation of127 hectares, forest maintenance of 2,408 hectares and forest protection of 1,245 hectares; 12 PAMBs operationalized; 4 NIPAS areas managed, 306 hectares of mangrove forest managed,
  • Strict enforcement of existing pollution control laws and policies, as well as encouragement of voluntary compliance with environmental quality standards that focus on air, land and water quality;
  • Annual targets: construction of 12 STPs and 6 WTFs; establishment of 6 MRFs/Composting Facilities; issuance of 1500 ECCs and 1130 CNCs; and, establishment of 28 CEMS;
  • Investment promotion/advocacy in mining

Tourism

 
  • Support peace negotiations/process with various armed groups
  • Networking with various stakeholders
  • Promote positive image for Region XII among media, international community and tourism associations and increase tourism promotion
  • Development/promotion of tourist spokes
  • Pursue vigorously conduct of skills training for workers of tourism establishments and other tourism-related services to professionalize services
  • Massive advocacy/awareness on domestic tourism through production of promotional materials, conduct of tourism/travel fairs and hosting of special events
  • Strengthening of existing products (ecotourism, agricultural tourism, adventure tourism)

Cooperatives Development

 
  • Cooperatives Registration and Development

Land Reform

 
  • Agrarian Reform Beneficiaries Development through convergence of services which include infrastructure, capability building, social services and micro enterprise development

c. Fiscal Strength

The region is committed to support national government measures to increase revenues to finance development. It shall observe fiscal discipline in government spending. It shall likewise step up collection efforts to further increase collection of internal, local and other revenue taxes. Other strategies include:

 
  • Support and implement the fiscal reforms espoused by the national government
  • Intensify revenue /tax collection
  • Improvement of tax database and administration through the Real Property Tax Administration/Business Tax Enhancement Program under LOGOFIND; and Tax Mapping, Records Conversion and Management, Tax Collection Enforcement and Data Computerization
  Propose the review of the following:
 
  1. Rationalization of the modes of tax collection and remittance;
  2. Policy in the granting of tax holidays through legislative action;
  3. Internal revenue rules and regulations with an end in view of increasing revenue collection; and
  4. Reformulation of IRA distribution to LGUs.
 
  • Operationalization of the Medium-Term Regional Public Investment Programming and Budgeting System
  • Strengthen Regional/Local Project Monitoring Committees
  • Intensify investment promotion to encourage the private sector to participate in financing development in the region.

Empowering Poor Communities

 
  • Sustain the implementation of the KALAHI-CIDSS and pursue its replication to other impoverished areas
  • Pursue/adopt community based planning and participatory approach in project implementation and monitoring
  • Institutionalize the participation of basic sectors in local development bodies

By 2010, the KALAHI-CIDSS shall be expanded and replicated in 495 barangays in Region XII.


d. Infrastructure and Decentralized Development

Transport And Digital Infrastructure

Among the primary concerns enunciated in the Medium-Term Philippine Development Plan, 2004-2010 is the connection of the country's archipelagic economy by an efficient transport and communications network. Along this line, the region shall continue to pursue the physical integration of Region XII with other regions in Mindanao, and with Luzon and Visayas regions and the rest of the world through improved land and sea transport systems, as well as good communication links.

  Transport Infrastructure
 
  • Pursue the rehabilitation of deteriorated pavement along arterial and secondary national roads (repavement of 20 KMs during the plan period) and repair/establishment of road signage and safety structures
  • Construction and improvement of roads connecting production areas of the region (about 435 KMs road and 2,200 lineal meters of bridges)
  • Roads passing through protected areas should be mitigated by strictly enforcing environmental laws
  • Widening of major roads and bridges
    - Cotabato-Gen. Santos Hi- way
    - Widening of 66 KM of national roads and
    - 162 lineal meters of bridges
  • Improvement and expansion of port facilities (in GenSan, Kalamansig, Glan, Cotabato City
  • Rehabilitation of the Cotabato Airport
  Digital Infrastructure
 
  • The concern for efficient and high-speed connectivity through telecommunications shall be worked out during the plan period. Encourage mobile phone companies to provide f cell sites in areas with poor or no signal, including private individuals to enter into agreement with cell phone companies to construct and maintain cell sites within their respective properties and get shares from their operation.

Water Resources

  Potable Water Supply
  The region shall pursue the provision of potable water supply to communities without access to clean water. This is in line with the objective of providing clean water to all barangays by CY 2010 of the present administration.
 
 
  • Formulation of water supply master plan per province
  • LGUs (provincial, municipal, barangay) shall be the primary entities responsible in the implementation of water supply projects.
  • Improve and expand operations of water districts serving the five cities and 26 municipalities in the region
  • Continue to tap special national government programs with water supply components (e.g., MRDP, STAR CM, Kalahi CIDSS) to fund water supply projects in the region
  Irrigation
  In support to the objectives of reducing the cost of rice through greater productivity and the development of two million hectares of land for agri-business, as enunciated in the MTPDP 2004-2010, the sector shall continue its efforts towards irrigation development.
 
 
  • Step-up the construction and rehabilitation of irrigation facilities in priority rice lands, particularly the following: completion of MalMar Stage I; implementation of MalMar Stage II; Malitubog-Libungan Transbasin; Maganoy Dam No. 3;
  • Rehabilitation of existing NIS.
  • Gradual implementation of the Irrigation Management Transfer (IMT) of national irrigation systems (NIS) to qualified and capable irrigators' associations (Ias).
  • Provide water impounding projects to ensure availability of water for irrigation systems during dry seasons.
  • Pursue watershed development as built-in component of every proposed irrigation project

Flood Control and Drainage

 
  • Continue regular dredging of rivers and construction of flood control structures along Rio Grande de Mindanao and Tamontaka River.
  • Pursue the conduct of a comprehensive study on flood control and water resources management for the entire Mindanao River Basin to address holistically the issues pertaining to water resources
  • Tree planting along river banks to prevent soil erosion and siltation of rivers.
  • Construction and maintenance of drainage facilities along main thoroughfares and settlement areas.

e. Peace and Development

As key to economic progress, the region shall continue to:

 
  • Support the on-going peace process/ negotiations of the government with rebel groups, particularly its speedy conclusion
  • Implement development programs and projects that are truly responsive to the needs of the conflict-affected communities

4. ENERGY INDEPENDENCE AND SAVINGS

a. Energy Independence

Region XII is endowed with natural resources with potentials for development of renewable energy. To counter the rising cost of petroleum in the world market, the region shall develop existing resources as alternative sources of energy.
 
  • Optimize the utilization of the Mt. Apo geothermal fields
  • Development of new power plants to meet the rising demand for power in Mindanao (Coal-fired Power Plant, Pulangi V)
  • Completion of Leyte-Mindanao power interconnection
  • Pursue further exploration of untapped gas resource
 

b. Energy Savings

The retail prices of petroleum products (gasoline, diesel, kerosene) in Region XII are probably the highest among regions owing to distance from the Luzon-based oil refineries. To save energy is to reduce fuel consumption on motor vehicles. Hence, the following economy measures towards reduction on petroleum consumption shall be adopted in the region.
 

 
  • Implementation of fuel-consumption savings programs (e.g. car pooling, carless days, number/color coding, etc.)
  • 'Motorcycle/Bike-to-work' and 'Motorcycle/Bike-to-school'.
  • Encourage private sector to engage into coco bio-diesel production as fuel blend.
  • Promote the use of biogas for households cooking.

c. Electrification of Barangays

Push every electric cooperative to energize all barangays within their service areas in order to attain a 100% barangay energization by 2008.

 
  • Use solar and wind power as alternative energy source in hard-to-reach areas.

5. SOCIAL JUSTICE AND BASIC NEEDS

Human capital plays vital roles in economic development processes, thus, meeting the basic needs of the masses is one of the top priorities of the Arroyo Administration. Efforts shall be intensified to achieve the Millennium Development Goals (MDGs) particularly in the areas of poverty reduction and human development through a broad and strategic partnership among all concerned stakeholders, especially the LGUs.

To meet the basic needs of the masses and ultimately promote social justice, the following priority strategies and activities shall be pursued:

a. Livelihood and Micro financing

 
  • Creation of the Livelihood and Micro-financing Council
  • Pursue livelihood and convergence models
  • Intensify marketing and product promotion

b. Asset Reform

Agrarian Reform

 
  • Land Tenurial Improvement (LTI) which provides security of land tenure for small farmers.
  • Program Beneficiaries Development (PBD) that would provide support services to the Agrarian Reform Communities (ARCs).
  • Agrarian Justice Delivery to help resolve disputes and adjudication cases with respect to agrarian reform lands.
  • Strengthen government support for ancestral domain programs/reforms.
  • Target geographic areas and population groups where social development needs are greatest
  • Provide more/additional slots to poor but deserving IPs and intensify education assistance program for IP communities

LAND DISTRIBUTION AND SUPPORT SERVICES TARGETS

Ancestral Domain Reform

 
  • Strengthen government support for ancestral domain programs/reforms.
  • Target geographic areas and population groups where social development needs are greatest
  • Provide more/additional slots to poor but deserving IPs and intensify education assistance program for IP communities

c. Essential Services

Access to Safe Water & Sanitary Facilities

 
  • Ensure that all barangays/municipalities shall be provided with water supply services and corresponding sanitation facilities to ensure proper disposal of waste water/septage.Continue to provide potable water supply through on-going programs/projects of LWUA, DILG and DPWH.
  • Strengthen coordination with LGUs, other GOs, NGOs and other stakeholders on the implementation of policies/regulations pertaining to environmental concerns particularly water and sanitation.

Providing Health Services

 
  • Strengthen comprehensive implementation of the Health Sector Reform Agenda
  • Ensure the availability of low cost medicines in selected hospitals implementing GMA 50, and improve access to quality and affordable drugs and medicines
  • Strengthen the support of local government units in the implementation of the Philippine Health Indigent Program
  • Provide quality, appropriate and accessible drug prevention and control services
    Reactivate/strengthen local health boards

TARGETS FOR PROVIDING ESSENTIAL NEEDS/SERVICES

Providing Housing for the Poor

 
  • Pursue reforms in housing policies particularly on housing loan packages or repayment scheme to make it affordable to low-income earners
  • Intensify the implementation of resettlement projects and socialized housing
  • Build the capacity of LGUs in local shelter planning.
  • Promote support of LGUs to acquisition of sites for the resettlement of displaced families
  • Accelerate development of settlement areas with adequate physical facilities giving priority to informal settlers, displaced families and the homeless.

Protecting the Vulnerable Groups

 
  • Strengthen regional and local bodies/ institutions for the protection of vulnerable groups particularly on the implementation of laws and other policies.
  • Intensify monitoring of cases of abused and exploited vulnerable groups.
  • Strengthen and improve the care help/rehabilitation centers.
  • Strengthen partnership with LGUs and NGOs in pursuit of delivery of basic social services to vulnerable groups.
  • Enhance productivity and employability of women and youth thru training, capability building and special employment programs
  • Provide relief, rehabilitation and development assistance to conflict-affected communities
  • Enhance disaster preparedness and contingency plans at various levels, particularly among LGUs
  • Strengthen emergency response capability through an improved delivery of humanitarian assistance
By 2010 protection of vulnerable groups shall be attained through the implementation of appropriate interventions:
   
 
  • 1,449 children in need of special protection
  • 270 women in especially difficult circumstances
  • 270 persons with disabilities
  • 1,500 youthful offenders
    victims of armed conflict and natural calamities/disasters

  • Sustain the implementation of the KALAHI-CIDSS and pursue its replication to other impoverished areas
  • Pursue/adopt community based planning and participatory approach in project implementation and monitoring
  • Institutionalize the participation of basic sectors in local development bodies
By 2010, the KALAHI-CIDSS shall be expanded and replicated in 495 barangays in Region XII.

6. EDUCATION AND YOUTH OPPORTUNITY

Investment in education is crucial in reducing poverty. Education provides more opportunities for the youth to become productive, responsible and empowered citizens contributing to sustainable growth and development of the country. The government put primacy to quality and accessible lifelong learning, from early childhood development to primary, secondary and tertiary learning consisting of a ladderized interface between vocational-technical and college education. Continuing efforts shall be pursued in the attainment of the Millennium Development Goals (MDGs), particularly in achieving universal primary education and promoting gender equality at all levels of education. Along this line, the following general strategies, targets and outcomes shall be pursued:

 
  • Strengthen early childhood education services
  • Redirect higher education to the needs of the labor market
  • Strengthen vocational education

7. GOOD GOVERNANCE

With President Arroyo administration's commitment to simple, fair and transparent government, reforms along institutional, political, economic and local governance shall be pursued. Efforts shall likewise be geared toward improving the capability of government, and its partner agencies in the private sector, in managing development initiatives in the region. Problems on graft and corruption, peace and security, law enforcement and administration and other related concerns shall be appropriately addressed. The general strategies in pursuing good governance in the region are follows:
